and unanimously approved. Mr. Cummings asked the clerk to submit the recommend change to <br />the law Department for their legal opinion. <br />B) Secretarial Testing criteria. Since the last meeting, Mr. Dennis Andolek from the North Olmsted <br />High School has been contacted concerning recommendations for testing criteria. Safety <br />Director Jenkins has contacted Ms. Gorning from Bryant & Stratton regarding recommendations <br />concerning the same. The civil service secretary has contacted numerous testing companies in an <br />effort to receive testing material for review. Security Agreements must be completed with most <br />testing companies in order to receive any materials. Once all the materials are collected, the plan <br />is to have the administration review the material and give a recommendation to the Civil Service <br />Commission. The clerk had the board members sign test reviewing agreements for Ramsey & <br />Associates, and CPS. Mr. Cummings asked if there had been any requests for secretary names. <br />The clerk indicated that there is not an active secretary list available for new hires and we were <br />not granted the money to give a secretarial test this year. Mr. Cummings asked if there had been <br />any request for names off the secretary list. The clerk indicated that the Police department hired <br />a secretary H under a provisional hire. The clerk read allowed the following: Rule IX, section I, <br />paragraph (b), section 2. Paragraph (g), and section 3, paragraph ( b, c, d, and e). Mrs. Zolar <br />asked if the Police Department requested names from the Civil Service office. The clerk <br />indicated the Police department 'did not request nor notify the Civil Service office that they had <br />an opening in the secretary II position. Mr. Cummings indicated he would like a letter sent out <br />to all department heads reminding them that the Civil Service office should be notified whenever <br />there is an opening for secretary II's. Mrs. Zolar suggested if the board is notified properly they <br />could track the provisional hires time requirements, as well as show that a secretaries test is <br />needed. Mr. Cummings asked the clerk to summarize what information she had received thus <br />far. The Clerk suggested she had received copies of the job description the collective bargaining <br />contract uses, along with information from Ramsey & Associates, and other testing companies. <br />The clerk indicated she had a meeting with Safety Director Jenkins, Head Clerk Cornish, and Mr. <br />Andolek (Cooperative Business and Education coordinator at North Olmsted High School), <br />regarding information on what the students were being trained to expect when they enter -the <br />work force. The Clerk indicated that Mr. Jenkins has also been trying to get hold of Ms. <br />Gorning from Bryant & Stratton so a meeting could be setup for the three of them to meet and <br />discuss what type of test Bryant & Stratton administers. Mr. Jenkins indicated that he and the <br />Civil Service Clerk have been invited to go to the North Olmsted High School to look at the <br />computer test that is used in Mr. Andolek's class. The computer program that the North <br />Olmsted High School uses to test students computer skills, will test typing speed as well as <br />computer skills. Said program will only let the person taking the test progress which takes out <br />the human error factor. It is Mr. Jenkins opinion that there is no job requiring someone to sit <br />down at a typewriter in 1998 at City Hall as the work is now done on a computer. The <br />Commissioners can look at maybe purchasing or leasing this program to administer secretarial <br />tests. Mr. Jenkins suggested he was interested in reviewing Bryant & Stratton's exiting <br />requirements, which should provide information as to what type of hurtles the students must <br />cross to achieve their certificate of graduation. Ms. Gorning who is ahead of one of the academic <br />departments has given the Civil Service clerk her home phone number so she can talk to us in <br />more detail. Mr. Jenkins suggested in giving the tests you need to look at what the secretaries on <br />the outside world have and do as far as capabilities, then modify that with what the needs of City <br />Halls are and come to some kind of happy medium. This thought has been explained to some of <br />the union people and right now there has been no objections. Mr. Cummings indicated he would <br />like to work with both sides, the administration and the union to come up with a clerical test that <br />both sides can be happy with.
