each Department head requires or needs their secretaries to be skilled at, then compare what they <br />indicate their needs are to the job descriptions and find out how closely they compare. The clerk <br />showed the board members a copy of the bargaining units job requirements. Mr. Cummings <br />suggested it would be a good idea to specify what type of computer skills would be needed. Mr. <br />Jenkins suggested the test should be administered to all applicants at once, thereby assuring the <br />testing conditions are the same for everyone. Mr. Cummings indicated more information should <br />be gathered so a price can be calculated, and the board can request a test be given under the new <br />budget. The Civil Service can give the test themselves but we need to get all the information and <br />chose what will be done. Mrs. Zolar asked when the new budget will be addressed. Mr. Jenkins <br />suggested the administration would start addressing the budget for next year in October. Mr. <br />Cummings indicated if need be use the amount used to give a Fire Fighters test and add 10% to <br />the total for calculating the amount needed for a secretaries test. It is better.to ask a little high <br />and be able to give the money back then to estimate low and have to ask for more. There were <br />no further discussions on this matter. <br />C) Scheduling conflicts have prevented a meeting with the Personnel Director concerning the <br />Unclassified/Classified employees list. Mr. Cummings asked the clerk where the Civil Service <br />office was concerning this matter. The Clerk indicated that due to Personal Director, J. Popa's <br />schedule and her own busy schedule the Unclassified/Classified employees list has not been <br />addressed. <br />V. NEW BUSINESS: <br />A) As of September 21, 1998, there will be only five names on the eligibility list for Police Officer <br />and there is presently an opening in that position. Once that opening is filled the list will no <br />longer be valid in accordance with Rule VII, Section 6. As there is an urgent need to establish an <br />eligibility list for this position, the civil service commission will need to request the funding for <br />this test and establish the testing criteria. Mr. Cummings asked if the clerk had a price total that <br />would be asked for. The clerk suggested she spoke to the head clerk Ms. Cornish and she <br />indicated that there would not be as many applicants taking the agility test this time as the <br />commissioners would be allowed to establish the passing grade. Mr. Cummings suggested we <br />should ask for $9,300.00 dollars. Mr. Thomay suggested the candidates go from one City to the <br />next taking these test, there should be some way for the surrounding Cities to join together and <br />just give one test, and have one master list to pick from. Mr. Cummings suggested that would be <br />nice but even then the list would not last long with all the departments using the same list. The <br />cost for the last Police test was reviewed as well as what the Civil Service charges each candidate <br />to take the test. <br />E. Cummings motioned to request the money to give a police officers test. The motion was <br />seconded by L. Zolar, and unanimously approved. <br />The board members discussed the criteria and stats from the last Police entry level test and <br />what they would like to see in the next test. <br />X ADJOURNMENT: <br />Meeting was adjourned at 8:45 p.m. <br />(2 <br />Ernest R.
