Secretary Rote indicated she didn't have the exact number <br />of the candidates that took the last test, but the agility test was given twice because so many <br />candidates failed the test. Secretary Rote indicated they ended up with a total of 20 passing the <br />agility test the second time. Mr. Cummings motioned to take out Rule II Section 7 paragraph <br />E. The motion was seconded by J. Thomay, and unanimously approved. Motion Carried. <br />V. NEW BUSINESS: <br />A) Commissioners need to be updated on the status of the Entry Level Police test. Secretary <br />Rote indicated she would like to use McCann and Associates, as the price is reasonable and <br />they don't allow protesting. Secretary Rote gave the board members the breakdown on the <br />cost of the testing materials, advertising fees, monitors fees, copying fees of the applications, <br />and the agility test . Chief Ruple indicated he wanted to check with the city of Rocky River <br />as they use the International Chiefs of Police for their testing and he felt that was a better <br />testing company. Mr. Cummings would like Chief Ruple to get all the information to <br />Secretary Rote, so she could submit everything to the commissioners and they could look at. <br />all the cost factors. Mr. Thomay asked how long the list was good for. Secretary Rote <br />indicated that it was good for two (2) years, or until the list becomes invalid. Mr. Cummings <br />suggested he hoped the candidates would be qualified people since they no long have to have <br />the Ohio Peace Officers Training before taking the entry level police test. Chief Ruple <br />suggested that next year the police department is looking at 2 to 3 people retiring. So the list <br />should last for two years Mr. Cummings ask Secretary Rote to write a letter to the Safety <br />Director asking why each department couldn't pay for their own physicals, eye exams, and <br />psychological test. Mr. Cummings then ask to be advised of the findings on the Secretary <br />testing program. Secretary Rote indicated that she had met with Pat Walters at the North <br />Olmsted High School, they have 15 new computers that are exactly alike. The candidates <br />can be given an instructional packet which will contain a list of tasks to perform on the <br />computer. It would be a pass or fail. It will also test the candidates typing speed, which the <br />city requires that secretary II's be able to type 45 words a minute. Secretary Rote indicated <br />that 15 candidates could be tested at the same time. Mr. Cummings indicated he would like <br />Secretary Rote to look into further so that each department head could look at it and see if it <br />meets their needs. He felt that such a testing program would meet all of their needs. Mr. <br />Cummings then ask Mr. Jenkins what his thoughts were on the idea. Mr. Jenkins indicated <br />that he felt it was an excellent program. Mr. Jenkins indicated the test has 5 or 6 tasks listed <br />each candidate is ask to perform maybe 3 or 4 from that you can see how well they do in <br />punctuation, grammar, opening a document, and spread sheet. Secretary Rote indicated that <br />each department head would be questioned as to what type program they are working with, <br />and then a test could be established on their needs.. Chief Osterhouse suggested that they <br />not make the test too complicated or too confining. Secretary Rote indicated they wanted <br />people who had a basic knowledge of computers. Mr. Cummings suggested that we have <br />already limited ourselves by not having such a testing program. Chief Osterhouse stated that <br />the city advertise basically what they would be testing on. Mr. Cumming indicated that it <br />sounded like an excellent program to pursue it. Secretary Rote indicated that a Fire Chief, <br />Assistant Fire Chief, and a Captains test needs to be given. Secretary Rote indicated the law <br />department was asked if the Fire Chief and the assistant Fire Chief tests could be given <br />together. The law department indicated for example lets say you have (4) people test for Fire <br />Chief and they all pass the test you take (1) for Chief and then the next for Assistant.
