CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES - 21 DECEMBER 1998 <br />7:00 P.M. <br />I. ROLL CALLED:. <br />Chairman Cummings called the meeting to order at 7:OOP.M. <br />The regular meeting of the civil service commission of December 21, 1998 will now commence. <br />PRESENT ARE: Chairman E. Cummings, Commissioner J. Thomay <br />ALSO PRESENT ARE: Safety Director; Mr. Jenkins; Fire Chief Osterhouse; Captain Ed Bak; Paul <br />Michalko, representative from Personnel Selection Services, Inc., D. Rote, Clerk of Commissions, <br />and K. O'Connell, Assistant Clerk of Commissions. <br />II. DISPOSITION OF MINUTES: The minutes of the November 16, 1998 Civil Service meeting have <br />been submitted for approval. E. Cummings moved to accept the minutes as written, J. Thomay <br />seconded, unanimously approved. <br />III. REPORTS: <br />A) There were 10 correspondences received and sent. <br />IV. OLD BUSINESS: <br />A) The Clerk reviewed the Personnel Selection Services Inc. companies information that was <br />recommended by Chief Ruple. It was found that their prices were lower then McCann <br />Associates Inc., they provide their own monitors and administer the tests themselves. They also <br />administer an agility test. Mr. Paul Michalko has been invited to attend the December 21, 1998 <br />meeting to answer any questions the Commissioners may have regarding their policy and <br />procedures. If the Commissioners moves to accept Personnel Selection Services the date of the <br />written test will be set for February 26, 1999 and will be administered at the North Olmsted <br />Community Cabin. The Commissioners will also need to make a motion on the passing scores <br />for the Police Entry level test. <br />Mr. Cummings asked Mr. Michalko to give the commissioners background information about <br />Personnel Selection Services, Inc., a testing company, that civil service is interviewing to give <br />the Police entry level test. Mr. Michalko informed the commissioners they had been in business <br />for 15 years and located in northeast Ohio they do work in about 65 cities therefore they have a <br />lot of repeat business. Mr. Cummings suggested Mr. Michalko indicate the difference between <br />his company and other testing companies. The biggest difference is Personnel Selections <br />Services, Inc., gives a different test each time, most other testing companies tests have been <br />around for awhile. Personnel Selections Services has a bank of subject matters from which to <br />about 450 questions, they would use approximately 20 questions per test. They can also give an <br />agility test if so desired. If the Civil Service Commission should indicates they don't want <br />protesting, Personnel Selection Services will tell all candidates before taking the test. A <br />representative from Personnel Selections Services, Inc., will meet with the department heads to <br />see what they would like to use on the test. They feel security would be better as there is less <br />handling of the tests. Personnel Selections Services use their people to administer the test, <br />monitor, grade, then send the grades to the Civil Service office to notify candidates. The <br />grading can be done on the premises if need be, but under normal circumstances it takes 5 days <br />for the test scores to be returned. The Civil Service office would need to be there to check in <br />1 <br />
