CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL. SERVICE COMMISSION <br />MINUTES - JANUARY 18, 1999 <br />I. ROLL CALL: Chairman Cummings, called the meeting to order at 7:OOP.M. <br />THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF JANUARY 18, 1999 <br />WILL NOW COMMENCE, PRESENT ARE: Chairman; E. Cummings, Commissioners L. Zolar <br />and J. Thomay <br />ALSO PRESENT: T. Jenkins, Safety Director and Assistant Clerk of Commissions K O'Connell <br />II. DISPOSITION OF MINUTES: E. Cummings motioned to approve the minutes of the December <br />21, 1998 Civil Service Meeting. The motion was seconded by J. Thomay, and unanimously <br />approved. <br />III. REPORTS: <br />A) There were 11 correspondences received and sent. E. Cummings motioned to accept the <br />correspondences as submitted. The motion was seconded by L. Zolar and unanimously approved. <br />IV. OLD BUSINESS: <br />A) The Commissioners will need to decide who will give the Police Entry Level Agility test. <br />Whether it will be St. John West Shore Hospital or Personnel Selection Service Inc. <br />Mr. Thomay reminded the commissioners that Personnel Selection Services Inc. would have to do a <br />validation study before giving the agility test and the fee would be $3,000 to $5,000. It would take <br />the city 8-10 years or 4-5 tests to recoup that fee. The commissioners agreed to have St. John West <br />Shore Hospital do the agility testing. Since there were no problems for the last agility test and they <br />have a set fee of $75.00 per candidate. <br />J. Thomay motioned to elect St. Johns West Shore Hospital to do the Police Entry Level Agility <br />Test, seconded by E. Cummings and unanimously approved. <br />B) The Commissioners need to review the St. John West Shore Hospital Agility Examination packet <br />for the police agility test and decide if they want the passing score on the physical skills examination <br />to remain the same or if they need to change any part. St. John West Shore has recommended <br />minimum passing score be 30 points, there is a possible of 54 points totally. <br />Mr. Thomay questioned whether this was the same agility test and point system used the last time a <br />police test was given? Clerk O'Connell indicated that this was in fact the same agility test and point <br />system that was used. Ms. Zolar questioned how St. John West Shore arrived at the point system <br />and length of each event? Mr. Jenkins, Safety Director stated the figures had to be calibrated for <br />percentile and norms. Mr. Cummings mentioned the last time the agility test was given, the <br />recommended score was 30 points, they had several people fail the agility test, and it had to be given <br />a second time. After a lengthy discussion the commissioners indicated the scores were too high for <br />the agility test and suggested lowering the score to 27 points. <br />1 <br />
