evaluation is only based on a couple of questions. Mr. Thomay questioned if Mr. Hohenfeld felt <br />they should include an interview as part of the testing? Mr. Hohenfeld indicated he felt the <br />candidates should be able to hand in a resume. Mr. Cummings thanked Mr. Hohenfeld for his <br />input, indicating, if people don't let them know they can't make positive changes in the future. <br />He than asked Secretary O'Connell if she would check with other Civil Service Offices in the <br />area to see if they had their candidates hand in resumes as part of the testing process. <br />B) The Commissioners will need to certify the results of the Fire Chiefs promotional <br />examination. <br />Mr. Thomay asked Secretary O'Connell if the results were released before the list had been <br />certified? The reason for his questioning this, was in the correspondence there was a letter from <br />Secretary Rote apologizing for sending out a letter for the Assistant Fire Chief s Exam too early. <br />Secretary O'Connell indicated the results are not released until the commissioners certify them <br />and make the announcement of the results. The invitation for the Assistant Fire Chief s Exam <br />should not have been extended until the Fire Chef s test was completed. Mr. Cummings then <br />read the results of the Fire Chiefs Promotional exam, Edward Bak, 99.50; Thomas Klecan, <br />97.07; Jeffery Hohenfeld, 96.81. Edward Bak was declared the new Fire Chief. <br />E. Cummings motioned to accept and certify the results of the Fire Chiefs Promotional <br />examination as submitted, seconded by L. Zolar and unanimously approved. <br />C) The Commissioners will need to make a motion on an application fee waiver request that <br />was received by an Entry Level Police Applicant. According to the Civil Service Handbook: <br />Those persons unable to pay the processing fee must submit a written request in the form of a <br />notarized affidavit for a waiver of the processing fee to the Secretary of the Commission along <br />with the application. This affidavit should contain a detailed income and expense history for the <br />prior 12 months and clearly explain why they can not pay the processing fee. Upon receipt of <br />the aforementioned affidavit, the Commission shall review the same for completeness. Any <br />affidavit that is not .complete in detail, shall be returned to the applicant along with a letter <br />explaining the reason it is being returned. Affidavits that are complete in detail, shall be reviewed <br />by the Commission and either approved or denied by a majority vote of Commission members at <br />the next regularly scheduled Commission meeting following receipt of the affidavit. <br />Mr. Thomay indicated the applicant stated he was a full time student, working as a substitute <br />teacher. He had just moved to the area, and was looking for employment, but was unemployed <br />at this time. Mr. Jenkins, Safety Director, indicated since the applicant didn't include the 12 <br />month summary of his income and expenses, its hard to determine what his poverty level is. Mr. <br />Cummings indicated in the past when someone asked for a waiver of the fee they gave the <br />information requested so a judgment could be made on that basis. Mr. Cummings stated the <br />commission, has in the past given a fee waiver when the applicant was on food stamps, welfare <br />and had lost their job. The commissioners all agreed $30.00 was not a lot of money for the <br />applicant to pay and denied the waiver request. <br />E. Cummings motioned to reject the wavier, seconded by J. Thomay and unanimously approved. <br />
