The Commissioners
will need to make a motion on whether or not the above dates are acceptable and set the
passing score for the written exams.
Mr. Cummings asked if there were any questions regarding the recommended dates, and
indicated that if there were no questions he would like to accept the dates as submitted. No
further comments were made.
E. Cummings motion to set the promotional exams as follows: Captains & Lieutenants written
exam to be, Friday, July 30, 1999, at 7:OOpm, in Old Town Hall. The Fire Captains Oral
Assessment will be Saturday, August 14, 1999, in the Mayors conference room. The
Lieutenants Oral Assessment will be Saturday, September 25, 1999 in the Mayors Conference
room. The motion was seconded by J. Thomay and unanimously approved. Motion
Carried.
Mr. Cummings indicated that it was recommended that the passing score of the Fire
Lieutenants written exam should be set at 80%, and asked for comments. The Clerk reviewed
that there would be two Lieutenant slots that will need to be filled, and there will be 19 Fire
Fighters taking the written exam. She reviewed that the way the Civil Service handbook is
written each candidate that passes the written test is entitled to participate in the oral
assessment as seniority and evaluation points are not added until the oral assessment is
completed. Setting the passing score at 80% will lower the number of candidates that will
take the oral assessment. Fire Chief Bak indicated that the section of the Civil Service
handbook which covers when seniority and evaluation points are added to the candidates
score had been changed since the last Fire promotional exam was administered. The last time
a promotional exam was given for the Fire Department the seniority and evaluation points
were added after the written exam. Only the top 6 ranking candidates were allowed to
participate in the oral assessment. By setting the passing score at 80% it will help keep the
Civil Service department from having to give 19 Fire Fighters an oral assessments. In the last
promotional exam the average candidate scored between 75% and 79%. Mr. Cummings
indicated he thought setting the passing score at 80% would keep the number of candidates
taking the oral assessment to a minimum.
J. Thomay motion to set the Fire Lieutenants written passing score at 80% and the Fire
Captains written passing score at 70 %. The motion was seconded by L. Zolar, and
unanimously approved.
