course be allowed to take our entry-level test. Currently our entry-level tests are given in <br />May when candidates are about to graduate from their Paramedic courses. He would like to <br />see those candidates that are about to graduate be able to take the entry-level test. He read- <br />allowed <br />ead <br />allowed how he would like section VII (D) to read. (See attached recommended changes <br />attached to the back of the minutes). Currently he is conducting interviews to fill three <br />openings, and other departments have hired 5 of the candidates on the eligible list. He further <br />commented that once a candidate receives their paramedic certification they have to take <br />continuing education each year to keep the certification. There have been instances were <br />candidates certification has expired by the time they were hired. The Fire.Chief would like to <br />the handbook to indicate that the candidate must keep his paramedic certification current. <br />Chief Bak commented the next suggestion deals with the Fire fighters promotion. The current <br />contract now has a five step salary grade program which indicates Firefighters must have five <br />years with the department to be promoted. Page 7 section II of the handbook should be <br />revised to indicate that a Fire fighter must have 60 months with the department to participate <br />in the Lieutenants promotional exam. Page 13 Rule V; section III, which covers maximum <br />allowable credit for Police applicants. Chief Bak suggested having the same criteria for the <br />Firefighter applicants. Mr. Cummings indicated the Fire department would like to allow extra <br />credit for those entry candidates with college degrees. Chief Bak indicated he was correct. <br />Chief Bak suggested section IV addition of allowable credit for promotional exams should be <br />reviewed. Mr. Cummings indicated that the complete test would have to be completed before <br />extra credit is added. Section IV was changed because of a protest that was made during a <br />promotional exam. Chief Bak would like the issue of extra credit points to be addressed when <br />the Civil Service Handbook is updated. He indicated the last suggestion is for page 10, <br />section F Promotional exam that covers ratings. The charter now indicates that candidates <br />can now receive 1, 2, or 3, points and the Fire department has gone to a decimal rating so he <br />would like the handbook to clarify the ratings. Mr. Cummings asked if Fire Chief Bak wanted <br />the suggestions added to the book now or would it be acceptable to make the changes next <br />year when the handbook is updated. Chief Bak commented that the fire department would <br />like to have the changes be reflected in the new book. He indicated that the union reps had <br />been informed of the changes and they agreed that the changes were needed. Fire chief Bak <br />also commented that a couple of colleges were giving physical agility tests that Fire and Police <br />applicants can take for certification prior to taking a civil Service exam. The Civil Service <br />should look into this program, as it would save money. Mr. Cummings commented that he <br />would be interested in having more information presented on the agility test. Chief Bak <br />suggested that he would get a copy of the test criteria for the board to review. Safety <br />Director Jenkins asked Chief Bak how long the colleges have been giving the tests. Chief Bak <br />believed it was started about a year ago. Mr. Cummings indicated there had also been <br />discussion about giving the entry-level tests with other townships. Mr. Jenkins reviewed that <br />there were townships that were giving the test on the same dates. Mr. Cummings thanked <br />Fire Chief Bak for the recommended changes. <br />3). The Commissioners will need to make a motion to remove the names of the entry-level <br />candidates that declined to be interviewed. The candidate's names are as follows: Barnoski, <br />Mastroianni, Dillon, Ulrich, Hank, and Higginbotham. <br />Mr. Cummings inquired as to what number on the entry-level list the Civil Service office was <br />now at.
