to find out if the program should be accepting the shortcuts. She reviewed that there was a <br />study guide that each candidate would receive subsequent to taking the test. Mr. Cummings <br />inquired as to if the Personnel Director; Jan Popa had viewed the test. The clerk suggested <br />that Ms. Popa had not reviewed the program as of yet, but that Safety Director, Tom Jenkins <br />and Assistant Director of Human Resources, Chris Allegra both indicated that they would <br />review the test and give their opinion. The clerk reviewed the study guide and there was <br />discussion regarding what would be done if the program did not recognize shortcuts. Mr. <br />Thomay questioned if there were time limits to the test. The clerk reviewed that the typing <br />test could be set at 5minutes or 3minutes. It was further reviewed that there were sections of <br />the test that the commission could set time limits on. The clerk reviewed Mr. Jenkins <br />suggestion of looking into having the North Olmsted City Schools help purchase the program <br />so that they could also use it in their classrooms. As the review date for the test ends <br />September 6, 1999, Mr. Jenkins suggested purchasing 1 license for now and using it for <br />awhile. Once it has been determined that the Civil Service is going to purchase additional <br />licenses the company could be asked to apply the dollar amount spent on the first license to <br />the remaining 14 licenses needed. The clerk reviewed that the test itself would take about 1 <br />1/2 hours to take. Mr. Thomay indicated he did not think the testing company would agree to <br />the licenses being made out to the Public Schools and City Halla Fire Chief Bak suggested <br />maybe looking into the City purchasing the licenses and then having a riders' fee for the <br />schools so they could also use the program. Mr. Thomay questioned if there was a fee that <br />the company charged each time the test was used. The clerk indicated that there would be no <br />additional fees other than the yearly updating charge. Mr. Cummings suggested the City <br />purchasing the testing program and having the licenses made out to the Schools with the <br />understanding that the City would be allowed to utilize the testing program when needed. <br />There was a discussion regarding the City not being able to make sure the program was not <br />copied once it was placed on the computers. The clerk indicated that the program was setup <br />is such a way that to even open the program the person trying to access it would have to have <br />the password. Mr. Thomay questioned how much room the program would take on the hard <br />drive. The clerk indicated that she was not sure how much space the program would take up <br />on the hard drive. The clerk reviewed that the testing company submitted a letter indicating <br />that the test was year 2000 compliant. Mr. Cummings indicated that the $6,000.00 dollar fee <br />was less than what the Civil Service paid in the past, to testing companies to come in and give <br />a test. The City would own the test and could utilize it at any time. The updating fee is <br />minimal and would only need to be done every other year, as the lists are good for two years <br />at a time. Mr. Thomay suggested that he thought the City would have to upgrade every year <br />to stay current. <br />J. Thomay motioned to authorize the clerk to purchase one license from OPAC with the <br />provision that the City be allowed to be credited the initial $1,000.00 dollar purchase towards <br />subsequent licenses later. This purchase is to be made if the OPAC company will not extend <br />the clerk additional reviewing time of their test. The motion was seconded by E. Cummings <br />and unanimously approved. <br />V. NEW BUSINESS: <br />1). The Commissioners will need to make a motion regarding Police Chief Ruple's request to <br />have Candidates 1, 2, 3 and 4 removed from the entry level police list. <br />
