s <br />E.. Cummings motioned to set the date of the hearing for October 4, 1999, and that a <br />stenographer be hired. The clerk is to hand deliver Mr. Deuchers letter and have someone <br />at the home sign for the notice. The motion was seconded by L. Zolar and unanimously <br />approved. Motion Carried. NOTE: On September 8, 1999, when the clerk checked the <br />post office box a letter had been received from Mr. Kirkwood requesting a hearing. The <br />letter was postmarked within the 14 day period. Therefore the Chairman was contacted <br />and informed of the request. As Mr. Kirkwood did not live in North Olmsted the <br />Chairman directed the clerk to add Mr. Kirkwood to the hearing and to send both letters <br />certified that day. <br />Prior to the close of the meeting the clerk commented that she needed to update the <br />Commissioners on the secretary -testing program (OPAC). She reviewed that the OPAC <br />Company extended the test review period until September 30, 1999. Safety Director, <br />Jenkins and Ms. Allegra from Human Resources both took the secretary test to give their <br />opinions. Mr. Jenkins indicated that he thought the test was very good and thought it <br />should be purchased. Ms. Allegra suggested that having to read directions from three <br />different places was a bit confusing. Mr. Thomay questioned if the clerk had spoken to <br />the testing company about short cuts. The clerk indicated that the testing company <br />indicated that the program would recognize any short cut a candidate used. She also <br />commented that a short cut she had used taking the test was correct but her answer was <br />wrong. Mr. Cummings questioned if any secretaries had been invited to review the test. <br />The clerk indicated that she had invited a few secretaries to review the test, but they did <br />not have time available. Mr. Cummings asked if the Schools taught word processing and <br />spreadsheets. The clerk indicated that the Schools did teach word processing and <br />spreadsheets. She commented that she would still need to make arrangements with the <br />High School to use their computer lab. Mr. Thomay questioned if the clerk thought the <br />testing company would extend more time to review the test or would the Commission <br />need to make a motion on whether or not they would like to purchase the program. The <br />clerk indicated that the testing company was calling trying to get an answer if the <br />Commissioners approved the buying of the test. She didn't think they would extend the <br />review another 30 days as they had already given the City 60 days to review the test. It <br />was discussed that in the past the Commission paid 10,000 thousand dollars to hire a <br />company to give the test. Mr. Cummings felt the Commission would be better served <br />purchasing the program and giving it themselves. Mr. Cummings indicated that the Civil <br />Service office would own the test. <br />E. Cummings motioned to have the clerk purchase 15 licenses for the (OPAC) Office of <br />Proficiency Assessment and Certification testing program. With the purchase of the <br />program the testing company will include the integrity test program free. The motion was <br />seconded by L. Zolar and unanimously approved.
