IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />1). Police Chief Wright will be present to review and answer questions regarding the Ohio <br />Association of Chiefs of Police testing packets that were received. The Commissioners will <br />need to make a ruling on whether or not they would like to use the OACP company to <br />administer the test or not. If the commissioners chose to use OACP they will need to select <br />the lead tester and what tests they would like to have OACP administer. <br />The clerk announced that Police Chief Wright was unable to attend the meeting due to a prior <br />appointment. He was going to review the Ohio Chiefs of Police tests offered. As it was <br />brought to the clerk's attention that a Police Lieutenants test would need to be given in the <br />early part of 2000. Police Chief Ruple would like to see the Commission use the Ohio <br />Association of Chiefs of Police for the promotional exam. The clerk contacted OACP to <br />receive information on the tests the company offers and received a quote for the prices. The <br />Commissioners packets included information on each lead assessor and a list of tests OACP <br />offers. If the Commissioners chose to use OACP as the testing company, they will need to <br />make a motion on who they would like to have as the lead assessor, and what tests they would <br />like administered. After the lead assessor is chosen and he does his research on North <br />Olmsted a date for the exam can be set. Mr. Thomay questioned how many Police Sargent <br />were eligible to take the test. The clerk indicated that there were 8 Sargent's eligible to <br />participate in the exam. If all 8 participate the price of the exam will be $6,500.00 because the <br />test will take two days to administer. Mr. Cummings questioned if the price was close to <br />what was paid the last promotional exam. The clerk indicated that the last exam was lower in <br />cost because there weren't as many candidates and the test was given in one day. The clerk <br />indicated that Police Captain Whelan was present to voice the opinion of the Police Chief as <br />to whom he would like to see as lead assessor and the test he would like done. W. <br />Cummings asked Captain Whelan to indicate who the police would like to see as lead assessor <br />and why and what test they would like to see given. Police Captain Whelan commented that <br />Police Chief Ruple and himself reviewed the possible lead assessors and they feel that Police <br />Chief Geis should be the lead assessor. The reason he was chosen was because they feel that <br />his credentials are good and he has not been a lead assessor before in North Olmsted. The <br />area of testing they would like to see the written problem solving, in basket and the oral tests <br />done. The lead assessor comes to North Olmsted and assesses the Police Department. He <br />then creates the three tests to best fit our needs. Captain Whelan reviewed what would take <br />place in each test the Chief of Police would like given. Mr. Cummings questioned the <br />counseling stimulation. Captain Whelan indicated that that test is more for patrolmen testing <br />for Sargent. Mr. Thomay questioned if they were to only pick three tests. The clerk reviewed <br />that if a one day test is given then only three test need to be chosen, if it works out to be a two <br />day test then the Commissioners can chose four tests to be given. Mr. Whelan indicated that <br />even if the test goes into two days the Chief would still only want the three tests given. The <br />Commissioners indicated that they also preferred Police Chief Geis. <br />
