Mr. Thomay welcomed <br />the Mayor to stay and indicated that Police Chief Ruple suggested that in the past no information <br />was ever given to the candidates regarding assessors or exact tests. The Clerk indicated that she <br />could not agree or disagree, as she was not present for the last Lieutenants test that was <br />administered. Mr. Thomay suggested he understood the Police Chiefs concerns. The Clerk <br />suggested that the next time the testing company was hired the Civil Service Commission could <br />request that wording be added to the contract to cover what would and would not be submitted to <br />the applicants. Mr. Thomay questioned how long after the test is given on March 4, 2000 would <br />the Civil Service office have to wait for the results. The Clerk suggested that she thought it would <br />be no more than one too two weeks. If the Commission needed, they could call a special meeting to <br />just certify the results so the Police Department could complete their promotions. No fiirther <br />comments were made. <br />3). The Secretary needs approval to setup an agility test for the Police Entry Level position <br />Mr. Thomay explained to Mr. Farrell the new member the procedures of an entry level <br />Police test and reviewed that a second agility test was needed as the certified list was <br />down to 5 names. Therefore additional candidates will be invited to take an agility test <br />and those who pass will be placed on the certified hiring list. Mr. Farrell questioned why <br />the Cleveland Police Department didn't give the test. The clerk reviewed that each <br />municipality is responsible for establishing their own entry-level Police and Fire list. She <br />indicated that the Safety Director, Mr. Jenkins has suggested working with surrounding <br />municipalities to administer an entry-level test all on the same day and time. It has been <br />suggested that it would help the entry-level list longer. She further reviewed that a few of <br />the current colleges were now offering an agility certification class. Whereby candidates <br />could be certified before they take our test and North Olmsted would not have to <br />administer an agility test. NIr. Farrell questioned if the current list was valid. The clerk <br />indicated that she felt the list was valid as the Police Department was not currently hiring <br />and arrangements were being made to give the agility test before the Police Department <br />has another opening. Mr. Thomay reviewed that Saint Johns West Shore was used for the <br />first agility test and the second test administered would be the same. Mr. Farrell <br />questioned if the applicants were given a study guide prior to taking the agility test. The <br />Clerk reviewed that each candidate that is invited to take the test would receive a packet <br />that would include, what tests would be given, what the passing score is set at and what <br />they need to do to prepare for the test. They will also be given a form that they will need <br />to have their family physician fill out as to whether or not they physically fit to take the <br />test. The test is a pass or fail test. Mr. Farrell questioned if the Civil Service office <br />performed the interviews as well as physical, psychological, and eye exams. The Clerk <br />reviewed that the Civil Service department administered only the written and agility tests. <br />The Civil Service pays for the physical, psychological and eye exam, but they are only <br />offered to a candidate that the Police Department wants to hire. As far as the interview <br />and background checks the Police Department administers that part of the test. The Clerk <br />reviewed that it was very costly to give all 200 candidates' agility, physical, psychological, <br />background check and eye exam all at once. The Entry Level lists are only good for 2 <br />years and it was found that the list would expire before they would hire even 1/4 of the <br />names off the lists. Mr. Thomay questioned how many candidates the clerk would be <br />inviting to the agility test. The Clerk suggested she would like to invite 30 candidates and <br />hoped to get 25 participants out of the 30 invited. There was discussion about giving <br />
