the candidates, since the test will be given on March 3rd, there wouldn't be enough
time to send out for more candidates. Mr. Thomay questioned if there would be
enough taking the test. The clerk responded "yes", but the Board would be
charged for the full 25 candidates regardless. Ms. Zolar questioned whether all
deadlines had been passed for the candidates to respond. The clerk responded that
there were a few candidates who still had a few days left before the deadline.
J. Thomay motioned to approve the report as written. The motion was seconded
by L. Zolar and unanimously approved.
IV. OLD BUSINESS:
V. NEW BUSINESS:
The Board needs to review Chapters 1 and 2 of the Civil Service Handbook.
Mr. Thomay indicated there were a few typos in Chapters 1 and 2 of the Civil
Service Handbook. In chapter 1, section 2, 2nd paragraph on the last line, original
was misspelled "origional" and delegate was misspelled "deligate." In section 4,
paragraph 7, line 5, "updated" should be update. In section 5 in the Columbus
address, East "Board" Street should be East "Broad" Street. Mr. Thomay
questioned that in section 7 regarding the correspondences where the Clerks are
referred to as Clerk of Commissions, the manual refers to the title as a Secretary.
The Clerk indicated that with the Civil Service meetings, they are referred to as
Civil Service Secretaries and with the other Boards they are referred to as the
Clerk of Commissions. Mr. Thomay indicated that the titles should be
synonymous and uniform. The clerk indicated that the Civil Service Board and the
Board of Commissions dealt with separate issues so two titles were needed. Mr.
Thomay questioned if the address listed for the Civil Service Laws updates remains
the same. The clerk indicated she would check into it. Mr. Thomay questioned
that in chapter 2, section 1, does elector suggest voter or resident of the City of
North Olmsted. He indicated this needs to be cleared up. Mr. Thomay then
questioned what is meant by "no member can succeed himself." Mr. Thomay
indicated that an elected person isn't succeeding himself if he is taking over
another's term and then running for a separate term. Mr. Thomay questioned
whether a new chairman is elected in December or January and it was decided it
was January. Mr. Thomay indicated that in Chapter 2, section 2, a2, the reference
to the North Olmsted City School District should be removed since Civil Service
no longer makes appointments for non -teaching positions. In section 2 bl, Mr.
Thomay indicated the Handbook does not say whether monthly meetings are
necessary. Ms. Zolar indicated that a possible reason for the lack of number of
meetings listed is due to the fact that special meetings can be called when needed.
Mr. Thomay indicated there is a provision for special meetings in b4, which again
states that it is up to the Chairman to call such meetings. Mr. Thomay indicated
that how notice is given and who is notified should be reflected in the Handbook.
