Candidates: <br />Cox, Miner, Medves were each given their result letters and Police Chief Ruple <br />agreed to give candidate Walling his no later than March 21, 2000. <br />J. Thomay motioned to certify the results of the March 4, 2000 Lieutenants <br />promotional examination as submitted. The motion was seconded by L. Zolar and <br />unanimously approved. Motion Carried. Note in the framing of the motion <br />Chairman Thomay reviewed that each of the letters the candidates received <br />included the procedure for filling protests. <br />2. The Board needs to certify the results of the Police Agility Test, held Sunday, <br />March 12, 2000. <br />Mr. Thomay questioned what the passing score for the agility was set at. The <br />Clerk reviewed that each candidate had to score 27 points of the test to pass it. <br />The agility test was a pass or fail test. The numbers scored were only used to- <br />break written tied scores of the candidates. Mr. Thomay questioned how many <br />candidates the Civil Service office would have on the certified list. The Clerk <br />reviewed that there were 3 candidates on the certified list currently and once the <br />remaining 13 names were added there would be a total of 16 certified names on the <br />list. The clerk reviewed that 32 candidates were invited to take the agility test, 23 <br />indicated that they wanted to take the test and 22 candidates showed up for the <br />test. Out of the 22 candidates that took the test only 13 passed. Mr. Thomay <br />reviewed the ranking of the agility test results. <br />P. Farrell motioned to certify the Entry -Level Police agility test results as <br />submitted. The motion was seconded by J. Thomay and unanimously approved. <br />Motion Carried. <br />IV. NEW BUSINESS: <br />1. The Board needs to review Chapters 1 and 2 of the Civil Service Handbook. <br />Mr. Thomay indicated that he noticed that Chapter 2 section 1. a Reads (3) <br />electors of the City, not holding other municipal. office ' or employment, to be <br />appointed by the Mayor for a term of six (6) years each, with the stipulation that <br />no member is allowed to succeed himself. He suggested that the word electors <br />should be changed to residents. Mr. Thomay also questioned if a member could be <br />re -appointed if they were just filling an unexpired term. Past practice indicates <br />"yes", therefore it should be clarified in the handbook. Mr. Farrell and Mrs. Zolar <br />agreed that the word electors should be changed to "residents". Mr. Thomay <br />believes that Chapter 2 section 1. (a) Should read; The Civil Service Commission <br />shall consist of three (3) residents of the City, not holding other municipal offices <br />or employment, to be appointed by the Mayor for a term of six (6) years each, with <br />the stipulation that no member is allowed to succeed himself/herself who has <br />
