When a vacancy occurs during a <br />term of any member of the Commission, it shall be filled for the unexpired term in <br />the manner prescribed for the original appointment. <br />Chapter 2 section 2 paragraph 2 "and the North Olmsted City School District" <br />should be removed, as the Commission no longer governs the schools. The <br />Chairman questioned if anyone had any further questions. The Clerk indicated that <br />she would like clarification regarding the bye -weekly payroll list that she signs. <br />She questioned if the Commission should maintain Secretary II's names once they <br />are promoted to Secretary I, as the Civil Service has nothing to do with Secretarial <br />promotions just entry level. The Commission was not sure and discussions <br />regarding the Secretary II entry level test took place. Mr. Thomay voiced a <br />concern that a man or woman wanting to join the police force will want to remain <br />on a list to get hired. A Secretary wanting a job is not going to wait for their name <br />to come up on a list to find a Secretarial position, they will just look elsewhere. <br />Further discussion was held on when to give the entry level Secretary II test. <br />Mr. Thomay directed the clerk to make the recommended changes and for the <br />board to review at the next meeting and a motion would be made at that time. <br />Patrolman Huspaska introduced himself and asked to address the board. He <br />voiced his concern that if a protest were filled from the Lieutenants exam the <br />Sergeants list would expire and his name is at the top of the list. He questioned if <br />the Board could extend the expiration date of the Sergeants list. The Clerk <br />reviewed the procedure for protests. Mr. - Thomay suggested he would look <br />through the handbook and the Ohio Revised code regarding extending the <br />Sergeants list but the Commissioners could not give an answer at this time. <br />Mrs. Deucher, a mother of an entry-level Police_ candidate requested the <br />opportunity to address the board. She voiced her concerns regarding the manner <br />in which the North Olmsted Police Department conducted their background <br />checks and was upset that the Police department contacted the Police department <br />that her son is employed with, as they were asked not -to. Mrs. Deucher expressed <br />that she was upset as her family has been North Olmsted residents for more than <br />30 years and is ashamed that the North Olmsted Police Department as well as the <br />Civil Service Commission conducted themselves in .such an unprofessional manor. <br />She believed that her son was unjustly treated and is present to make sure it <br />doesn't happen to anyone else. Mrs. Deucher presented the Commissioners with a <br />copy of documents that were received by the North Olmsted Police Department as <br />well as documents from other police departments regarding background checks <br />and procedures. She strongly suggested that the Civil Service look at the way they <br />are conducting their tests and indicated that the polygraphs should be conducted <br />on the weekend in the future to accommodate the general public. Mr. Thomay <br />reviewed the procedures in which a candidate is removed from an entry-level list <br />and indicated that he personally thought the Police Department could have <br />accommodated all of the candidates by offering the polygraph on the weekends. <br />
