individuals that scored well, but the process got bogged down when these people <br />where taken off or passed over. They would have to wait for five more and until they <br />get those names they can not start the backgrounds and do the polygraphs. Only <br />having five names definitely slows down the process. They would like to know if the <br />Commission could change it so that they are able to have ten names for hiring. Mr. <br />Thomay indicated they could look at changing that. Mr. Farrell commented that the <br />Civil Service Rules and Regulations don't specify how many names are supplied to the <br />departments. Mr. Thomay commented that it sounds like a reasonable request. Mr. <br />Whelan commented that they just think it will expedite it and it is amazing what you <br />get in that top five individuals and when that happens it just slows down the process. <br />Sometimes there may be someone sitting at seven or eight that is more qualified than <br />two or three. Mr. Thomay indicated that, he would make a notation to look very <br />seriously at changing this when they get to review the Civil Service Rules and <br />Regulations. Mr. Whelan added that they are down one secretary at the Police <br />Department at the present time. They are also anticipating, with administrative <br />consent, adding three full-time police dispatchers. They have a mandate to man that <br />dispatch center 24 hours a day seven days a week with two dispatchers. The <br />dispatchers they have now have been there for quite a while and subsequently they <br />have earned more vacation time and more time off in general. What they found is <br />part time dispatchers are almost impossible to find. Right now there is no list for <br />Dispatchers, Correction Officers, or Secretaries. He does not like to hire people on <br />provisional hires because it opens a lot of doors as to nepotism or whose friend will <br />get this job. Mr. Thomay questioned when the last time was that they gave a <br />dispatcher test. Mr. Whelan replied the last list expired over a year ago. Mr. Thomay <br />indicated that they have purchased software programs that will be able to test <br />secretaries more thoroughly. Mr. Whelan commented that the dispatchers are <br />probably the police departments biggest priority anticipating that they are going to <br />get the O.K. on the budget to put these additional dispatchers on. They only have <br />three full time correction officers and nobody is getting ready to leave right away. <br />The last one they hired a few months ago was a provisional hire because they had no <br />list. Mr. Thomay questioned if Mr. Whelan knew when the approval would be for the <br />extra dispatchers. Mr. Whelan replied that they generally have a pretty good feeling <br />for the budget in December. Mr. Farrell questioned what kind of qualifications does <br />a dispatcher need. Mr. Whelan replied that as far as he knows the exam is just a <br />general aptitude test. Mr. Thomay indicated that the next regularly scheduled <br />meeting is for Decemberl8 and by that time you should have a pretty good idea. Mr. <br />Farrell commented that they could go ahead and set up the tests anyway if there are <br />no lists. Mr. Whelan thanked the Board for their time and consideration. <br />V. NEW BUSINESS: <br />Rules 1, 2, and 3 of the Civil Service Handbook are to be reviewed for possible <br />changes. Mr. Thomay indicated that he put together a sheet that lists possible <br />questions or changes to the rules that need to be discussed.
