R
CITE' OF NORTH OI. MSTED
"TOGETHER. WE CAN MAKE A DIFFERENCE!
CIVIL SERVICE COMMISSION
MINUTES — MARCH I9, 200I
7:00 PM
I. ROLL CALL:
Chairman, Thomay called the meeting to order at 7`00pm.
PRESENT: Chairman, Thomay, board members L. Zolar and P. Farrell
ALSO PRESENT: Fire Chief, Bak and Civil Service Secretary D. Rote.
II. DISPOSITION OF MINTUTES: The Civil Service minutes dated February 26, 2001 have been
submitted for approval.
J. Thomay motioned to approve the Civil Service minutes dated March 3, 2001 as submitted. The
motion was seconded by L. Zolar and unanimously approved.
III. REPORTS:
The clerk announced that she had received the results of the Correction Officers test as well as the
Emergency Central Dispatchers.
Mr. Thomay indicated that the board would review the results so that the scores could be sent out.
Out of 23 candidates expected to take the test, only 18 showed up to take the test. Out of the 18
candidates that took the test, only one (1) failed to score 70% or higher. The first five names will be
placed on the eligibility list: '1) Beth Gebura 2) Michael Kucera. 3) Gerard Barnes 4) Mary
Comerford 5) John Glaw. The remaining names will be certified and used in accordance to the
handbook.
J. Thomay motioned to certify the results of the Emergency Central Dispatchers examination. The
motion was seconded by P. Farrell and unanimously approved. In the framing of the motion, Mr.
Thomay instructed the clerk to send letters to each of the candidates informing_ them of their score
and standing on the list.
Mr. Thomay commented that 12 candidates were expected to take the Corrections Officers test,
only eight (8) candidates took the exam. Out of the eight -(8) candidates that took the exam, seven
(7) failed the exam. The only candidate, which passed the test, was Mr. Richard Johnson who is
currently working as a correction officer for the City of North Olmsted as a provisional hire. As he
passed the examination, he has met all of his requirements to be added to the Civil Service list as a
permanent hire. As only one person passed the exam, the commission does not have an eligible list
for new hire. There was discussion as to whether or not a correction officer was needed right away
and that a Police entry level test was needed to be given as soon as possible. Mr. Thomay directed
the clerk to notify each of the candidates letting them know what their score was and if they passed
the test or not. He further requested that the police department be asked when they expect to hire a
correction officer. Mr. Thomay asked the clerk to talk to the testing company about 7 out of 8
candidates failing their test. There was discussion as to whether or not a new test should be given
or to have the police department do a provisional hire and give the correction officer test again next
year. Mr. Thomay felt that the commission would need to know what the police departments needs
were. The commission will address the correction officer test at the next meeting when more
information is received from the testing company and the police department. No further comments
were made.
