'r. <br />IV. OLD BUSINESS: <br />A) Commissioners need to address Rule II & III of the Civil Service Landbook. <br />Chairman Thomay indicated that he thought most of the items that need to be addressed would be in <br />Rule 1, 11 and 111. Under Rule 11, section III there is a type -0 under vision standards. 1. Instead of <br />reading deficient functional color perception related to the job description, it should read Must <br />Posses functional color perception related to the job description. 2. Change deficiency in color <br />perception of such a nature etc to read must posses color perception of such a nature etc. <br />Mr. Thomay indicated that a new page 2 be typed up for review for the next regularly scheduled <br />meeting. There was discussion regarding a. contact lens waver as to when it should be required and <br />how and what should be written in the handbook. Mr. Thomay requested that the clerk contact the <br />ophthalmologist that the City uses for the new hires and inquire if he/she could render an opinion on <br />how the vision standard should be written. Before having the ophthalmologist submit anything find <br />out if he/she is going to charge us for their opinion and let us know. Mrs. Zolar suggested finding <br />out if laser surgery, soft/hard contacts and other options that are available today should be added to <br />the handbook. Mr. Thomay suggested getting copies of other municipalities requirements so the <br />board could do a comparison. Under Rule II section 7, Mr. Thomay questioned whether or not it is <br />legal to have a 35 -year old age cut-off for Police and Fire hires. Mr. Farrell indicated that he would <br />look into the legality of the age limit and have it for the next meeting. The Fire Chief thought the <br />pension board set the age limits. Discussion regarding section ", D (Other Entry Level Police and <br />Firefighter/Paramedic Requirements) regarding removing the word student from the paragraph. <br />Fire Chief, Bak suggested wording the paragraph to allow students enrolled in the paramedic class <br />and will be State Certified within 6 months of the test being given. For the most part, if students are <br />going to drop out of the course they drop out after the first semester, this is EMT training. Mr. <br />Farrell suggested adding wording indicating that the first semester (EMT) training must have been <br />completed to take the test. Mr. Thomay instructed the clerk to add (Candidate must be eligible for <br />State Certification within 6 months of the exam) and submit the new writing for review at the next <br />meeting. Mr. Thomay indicated that Rule 11; Section 10 (Entry Level Clerical) will require <br />rewriting as there will no longer be a proficiency evaluation. Chief Bak indicated that his <br />department requires secretaries, who are computer literate, as the majority of their work is on <br />computers. There was discussion as to how the Commission could come up with secretary duties <br />for each department. The clerk indicated that the secretaries bargaining agreement does not have <br />requirements for each department a secretary ll can work in any department. Chief Bak indicated <br />that his department was in the process of establishing a requirement for their secretaries. Mr. <br />Thomay indicated that the handbook should list the skills that will be tested. Mr. Thomay indicated <br />that he would just dictate wording for the book and then the board could work from there. Entry <br />Level. Secretarial; Secretarial applicants, e.g., must take and pass a computer based software <br />program designed to test typing/keyboard, word processing, data entry, window application skills, <br />and basic to moderate computer skills utilizing a variety of programs used within the City. Mr. <br />Thomay indicated that the board would review the wording at the next meeting once it is retyped. <br />Rule 111; Section 1. (Promotional Examination Notice;) (a). Should have unless waived by all <br />persons eligible to participate removed from the paragraph. One not less than needs to be removed <br />from the second sentence under (a). Section 2 (a) will have to be changed to read 60 months instead <br />of 36 months. Mr. Thomay indicated that Section 3, (a) Police promotion would also need to be <br />changed from 36 months to 60 months as well. Chief Bak requested that section 2, (c) read; In the <br />event that there are not at least two candidates eligible for a Captain, Assistant Chief or Chief <br />promotional test,. Mr. Thomay indicated that under section 3, a paragraph (c) would need to be <br />added and the tests will be for Lieutenant, Captain and Chief. Mr. Thomay moved to section (e) <br />Extra credit for efficiency. Mr. Farrell indicated that the board felt that section 8 (e) needed to be <br />
