science. Mr. Farrell commented that he believes there should be something in this rule to justify <br />giving a few extra credit points to residents of the city. The City of Cleveland has a residency <br />credit, and if he was hired he would have six months to move into Cleveland. But if you're a <br />resident of Cleveland you would get that one or two extra credit points. Mr. Thomay questioned <br />how long someone has to have lived here to receive the credit. Mr. Farrell replied that he thinks <br />if they can just establish that they are a resident from their drivers license or utility bills or <br />something of that sort would be acceptable. Chief Bak indicated that he thinks Fairview Park <br />got into something like this a few years ago and the NAACP got involved and the City had to <br />give one test a year for like three years straight. Mr. Farrell indicated that they could inquire to <br />the Law Department as to what they think about giving residents an extra credit point or two. <br />Mr. Thomay asked the clerk to check into that. He then indicated that Rule V is finished and <br />they should go onto the next agenda item. <br />B) Commissioners need to review the changes requested at the March 19, 2001 meeting. <br />Mr. Thomay indicated that the board made changes to the Civil Service Rules and Regulations <br />Handbook during their last few meetings and reviewed the changes. There is a change on page <br />5 of this re -draft of the book. Section 7 part B, should eliminate the "no older than 35 years of <br />age at the time of appointment". Mr. Farrell questioned if they should hold off on eliminating <br />the 35 age limit until they get an opinion from the Law Department, but he is pretty sure it will <br />come out of there. Mr. Thomay agreed. In Section 7 part D, after the first sentence add "Any <br />candidate in a paramedic course must be state certified within 6 months of the test date". Mr. <br />Thomay questioned the changes on page 8. Mr. Farrell indicated that is what the Chief wanted <br />to put in as opposed to the old system that we had. Chief Bak commented that he wanted part C <br />to possibly include three years of evaluations. The Chief indicated that he is not satisfied with <br />the ranking system of zeros and ones. Mr. Farrell suggested that section E's third paragraph <br />should also be inserted under the last paragraph in section F. Chief Bak agreed. In section F. on <br />page 10 we would also have to strike the last sentence "will be determined by adding the (3) <br />three-year totals", and replace it with "will be determined by the one year total". Mr. Thomay <br />indicated that he would like the Clerk to make the changes as discussed and the board can <br />review it again next month. <br />C) Commissioners need to make a motion to remove the following Fire candidates names from the <br />entry level list; Richard Lennox, Andrew Clark, Christopher Keener, David Murphy, Robert <br />Senczylo, and Marc Lindsay. <br />Chief Bak indicated that he has two more names to go with the above listed candidates. Richard <br />Lennox is the one with the eyes, he took a job in Parma Hts.. Andrew Clark works for the City <br />of Cleveland, he decided that he doesn't want to leave Cleveland so he asked them to ,remove his <br />name from the list. Christopher Keener is a lieutenant for the City of Cleveland, last time they <br />talked to him he wanted to be passed over and not considered. The department told him that <br />they were making four appointments and that he would have been passed over five times and he <br />said that he would send a letter requesting his name be taken off the list, but they never heard <br />from him again. Adam Hudak just got hired, and will be sworn in on May 29, 2001 at 1:00 in <br />the afternoon. David Murphy received a certified letter in the mail indicating he was up for <br />interview, but he never answered it so he is removed. Robert Senczylo was sent a letter in the <br />mail, he is the one that moved and never let us know, then he received the certified letter and <br />never returned word to them. Mark Lindsay received the Chief s letter in the mail and he called <br />and said he has a job in another city and will send a letter requesting his name be removed. <br />Sean Cottrell called on Sunday and said he has been hired by the City of Cleveland Hts., and he <br />2 <br />
