from their own angle. Mr. Thomay indicated that the information provided by PRADCO would be <br />passed. on to the appropriate people. Mr. Kapusinski confirmed that they do various levels of <br />screening, including clerical. They like to have a job description for anything they do. They like to <br />talk to the hiring manager or human resource person involved. Mr. Thomay thanked Mr. Kapusinski <br />and Mr. Carobine for their presentation to the board. <br />Comrnissioners need to review/approve the Report of Activitiesfor 2001 to be submitted to the State <br />Personnel Board of Review <br />Mr. Thomay wondered if there had been any promotional exams in 2001. Mrs. Kilbane indicated she <br />believes there were no exams but she will check the records. Mrs. Martin mentioned she called <br />George Bode, the chairman of the Rocky River Civil Service Commission. She was also in contact <br />with Vera Goss, the chairman in Westlake. Mr. Bode informed her that they are currently re -doing <br />their rules. Mrs. Martin said she will contact him again next week. Mrs. Martin distributed a copy of <br />the rules from Westlake for the board members to review. She also spoke with Mr. Richard Novak <br />who is involved with county civil service. Please refer to the attached notes from Mrs. Martin. Mr. <br />Thomay pointed out that the board is a member of the county civil service organization. Mrs. Martin <br />indicated the next meeting for the county group is April 18th. Mrs. Martin asked if North Olmsted falls <br />under Home Rule or State Rule. Mr. Thomay replied that we are under Home Rule. Mr. Thomay <br />asked Mrs. Kilbane to check with Donna Rote, the Civil Service Secretary, for information about the <br />county association. They have gotten information on the association in their packets in the past and he <br />would like to ensure that they continue to receive information. Mrs. Martin brought up the idea of <br />communities getting together to administer agility tests. Mr. Thomay said he has pushed for that. Mrs. <br />Martin mentioned the idea of an 18 -month card being given to candidates. The association is trying, in <br />units that are close to each other, to have all candidates go for an agility test at the same time, with the <br />same administrators giving the test. Mr. Thomay explained that the review of the rules may be <br />difficult because the new members have not gone through any testing or use of the rules. He asked if <br />the board members had a chance to read through the handbook. Mrs. Martin wondered if there was <br />still a ;possibility of setting aside two days to go through the entire book. Mr. Thomay indicated he will <br />talk with Mrs. Rote, the Civil Service Secretary, before the next meeting. He said they got through <br />about a 1/3 of the book. He added that one difficulty has been other issues taking over, and by the time <br />the board is able to get back to the book, it is hard to pick it up again. They have made the most <br />progress when they were able to hammer it out. He mentioned they had just finished a review of the <br />rules when he first came onto the board. He has been a board member for 4 years and so there really <br />are a lot of areas that are outdated, particularly concerning eye exams. He added that with the hiring <br />freeze.. they will have more time to devote to the book. Mrs. Kilbane will check with Mrs. Rote on the <br />possibility of setting aside a couple of days for the commissioners to work on the handbook. Mr. <br />Thomay said he did a memo a year or so ago to police Chief Ruple requesting his changes. He said <br />they have those recommendations, along with the suggestions of Chief Bak. J. Thomay made a motion <br />to approve the Report of Activities for 2001 to be submitted to the state. The motion was seconded by <br />R. Giesser and unanimously approved. <br />X.
