CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION SPECIAL METING <br />MINUTES — OCTOBER 28, 2002 <br />COUNCIL'S CHAMBERS <br />7:00 PM <br />I. ROLL CALL: Chairman Thomay called the meeting to order at 7:05 p.m. <br />PRESENT: J. Thomay and commission member, R. Giesser <br />ALSO PRESENT: Law Director J. Dubelko, Safety Director R. Jesse, and Civil Service Secretaries <br />A. Kilbane, and D. Rote <br />ABSENT: P. Martin <br />II. DISPOSITION OF MINUTES: <br />III. REPORTS: There were 4 pieces of correspondence received and 10 pieces of correspondence sent out. <br />J. Thomay made a motion to accept the correspondence report as submitted. The motion was seconded <br />by R. Giesser. Unanimously approved. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Commissioners are to meet with Pat Ramsey, of Ramsey and Associates, to review the Fire Chief <br />examination process under their supervision. <br />a. prices <br />b. dates <br />C. contracts <br />d. procedures <br />e. booklists <br />Chairman Thomay pointed out that Pat Ramsey was in attendance to present material relating to the <br />fire chief examination. He said before starting the presentation he would like to mention there is a <br />deficit in the civil service account of $1,025 to conduct this test. An official request was made for <br />additional funds. He asked Mrs. Kilbane for the status of that request. Mrs. Kilbane pointed out the <br />matter will be addressed through legislation, which will go before Council on November 6', 2002. <br />Mr. Dubelko indicated he received the request, it will be prepared, and will be on the Council agenda <br />for next week. Mrs. Giesser said if there is discussion with Council would Mr. Dubelko indicate to <br />Council that if this is not passed on an emergency basis, the board will not be able to meet the 60 day <br />requirement the law director has spoken of previously. Mr. Dubelko replied he will advise that this <br />matter be passed under suspension. Mrs. Pat Ramsey came forward to address the board. She <br />mentioned that she had sent material in the past that describes her company. She is credentialed in the <br />area of testing. She was the testing manager of Akron for approximately 30 years and she has been <br />doing consulting for about 20 years. She added that she prepared a packet for the board members, Mr. <br />Dubelko and Mr. Jesse, containing the information that was requested by the civil service office. She <br />indicated she noticed on the agenda the first item listed is price. That issue is addressed in the packet. <br />They have given the city two options. For the written test, the fee is based on the number of references <br />used from the reference list. It is $225 for each reference or source listed on the reference sheet. For <br />the assessment it is $700 per candidate, up to 10 candidates. She indicated they will come and <br />administer the exam. They use social security numbers so that they do not know any of the candidates' <br />names. The test is multiple choice and it is based on the reference list. After the exam is completed, if <br />there is a protest period, they will give the board a copy of the exam with the answered keyed. It will <br />tell the page from which the question was taken. They also have a protest sheet they can provide to <br />
