She would do the written on one day, perhaps in an evening, but for the <br />assessment, they would need a Saturday. Mrs. Giesser asked if they can list the books before Council <br />gives the board the money. It was confirmed that can be done. Mrs. Ramsey said they need to supply <br />the reference list as soon as possible. She asked whom she would work with on getting the reference <br />list. Mr. Jesse indicated he is the point person along with Mrs. Rote. Mr. Dubelko brought up that <br />Mrs. Ramsey had mentioned the option of only allowing those people who passed the written to take <br />the oral. He asked for the pros and cons of doing that. Mrs. Ramsey said in our case, once you give <br />the exam you have to have generally 5-10 days for candidates to come in and review a keyed copy of <br />the exam and submit protests. Those protests then go to her and they have to address them and they <br />send them back to the board. The civil service then has a meeting to rule on them. The problem is <br />time, and the city doesn't have it. She said it is not uncommon to say you don't have to pass one <br />portion before the other. She asked if there are any litigation issues with this test. Mr. Dubelko <br />indicated there are none currently. Mrs. Giesser asked if a date should be set tonight. Mrs. Rote <br />replied yes the dates need to be set. Mr. Thomay suggested having a book list in the next day. There <br />was further discussion about getting the reference books and when it is appropriate for the civil service <br />to post the list. Mrs. Ramsey said we have to get the list, and order the books. Mr. Thomay asked if <br />she knows if the books are readily available. Mrs. Ramsey said they should be readily available but if <br />we can't find something, she might be able to help the city locate books. It is just a matter of deciding <br />which books are going to be used. Mr. Jesse said they can talk and wrap up the selection tonight. Mrs. <br />Ramsey said it would be nice if they could do the assessment on December W. Mr. Thomay and <br />Mrs. Giesser agreed. Mrs. Ramsey asked if city hall will be available. It was confirmed it would be <br />made available. Mrs. Ramsey asked where the written exam would be given. Mrs. Rote mentioned <br />Old Town Hall and there is the ability to use Council chambers as well. Mrs. Ramsey asked when the <br />board has to have the results because there is the protest period. She asked if the chief has to be in <br />place by a certain date. Mrs. Rote said once the list is certified, the appointing authority has 10 days to <br />put the person in place. Mr. Thomay said as long as the tests are given by the 2lst, we are ok. Mrs. <br />Ramsey asked if the city has done assessments in the past. She said there are two options. They give <br />candidates a graph that tells them how they did on each dimension and their final score. They could <br />also provide individual information about how they did on each exercise and each dimension. She <br />prefers not to do that if she doesn't have to. She said just give them the grade. She asked what North <br />Olmsted has done in the past. Mrs. Rote said with fire exams, once the test was completed the Ohio <br />Fire Chiefs' Association sent each candidate something in writing indicating the strong points and <br />weak points of the candidate. Mrs. Ramsey asked if that information was general. Mrs. Rote indicated <br />the board never saw it. Mrs. Ramsey said she would prefer that if they do offer any feedback, it be <br />sent back to the civil service office and then sent to the candidates. In that way, she won't know any of <br />the names or information about them. Mrs. Rote indicated this kind of feedback is not mandatory in <br />the Civil Service Handbook. She asked if this is something Mrs. Ramsey usually provided, or is it <br />something that is just offered. Mrs. Ramsey said she would prefer not to offer it because it is just labor <br />intensive but if the candidates are used to it and expect it, then the city may want to do it. Mrs. Giesser <br />asked what date Mrs. Ramsey would have available for the written test. Mr. Thomay said it would be <br />best to do it between the 9 -14th of December. Mrs. Ramsey suggested December 10th. She said they <br />would conduct the test in the evening. She wondered if any candidates would be on vacation. Mrs. <br />Rote indicated all the candidates have knowledge the test is being given. She indicated she received <br />two responses, which means only two people want to take the test. She added that November lit is the <br />deadline for submitting the letters of intent to take the exam. Mrs. Ramsey said if there are only two <br />candidates, you don't want to have a really long reference list. There was further discussion about <br />dates for the exam. Mrs. Kilbane indicated a response was submitted earlier in the day so there are <br />three candidates. Mrs. Rote said there is a possibility of seven. Mrs. Ramsey asked if the position <br />would go to the top candidate. It was confirmed that is the case. Mrs. Rote said the formula for adding <br />extra credit points is in the handbook, which will be provided to Mrs. Ramsey. Mr. Jesse indicated the <br />4 <br />
