recommend having a final day for filing applications. Mrs. Rote indicated in the first round, when <br />notices about the exams went out, the office was receiving responses a week later. There was no <br />motion on the deadline date for filing letters of intent so the office had to accept them. Mrs. Ramsey <br />asked how this is posted. She asked if there was an announcement with the test date. Mrs. Rote said <br />they were sent invitations indicating they are eligible to participate in the test and they were to choose <br />whether or not they wish to. Mrs. Ramsey asked if they have to make that decision before they know <br />what is on the reference list or what the test is. Mrs. Rote confirmed that and said they were given a <br />letter of intent that was to be returned to the civil service office. Mrs. Ramsey indicated when they do <br />the pre-test they will tell the candidates that if they are not going to participate, they should let her <br />know. It will aid them in scheduling. Mr. Dubelko asked if Mrs. Ramsey ever experienced a situation <br />where it got down to only one fire fighter taking an exam. Mrs. Ramsey indicated it did happen one <br />time and said if it happened again, the city would have to re -post and go down to the next level. Mr. <br />Dubelko asked if a rescheduling situation arose, would it affect the contract price. Mrs. Ramsey <br />indicated it would not. Mrs. Giesser said if the board passes a motion that a candidate must notify <br />them by November 1St, would the civil service office have to notify anyone who is eligible but hasn't <br />returned a response, now that it is mandatory by the 1St. Mrs. Rote pointed out the letter indicated a <br />response is due by November 1St. She said the motion will confirm that all responses are due by the 1St <br />and no responses will be accepted after that date. <br />J. Thomay made a motion that all responses to the letters of intent must be in by November 1St. The <br />motion was seconded by R. Giesser and unanimously approved. <br />Mrs. Rote said the city has indicated a possible 7 candidates taking the exams. She asked if our bill is <br />totaled on the number that actually take the test or on the estimate that the civil service office gives <br />them. Mrs. Ramsey said for the assessment, it is based on the number of people that take it. The <br />figure for the written test is based on the number of references. She said if there was only one <br />candidate, there would be a problem. It was confirmed that the test would not be given if there were <br />only one candidate. Mrs. Ramsey said when the reference list is posted it usually includes the date of <br />the test, the date by which a candidate has to apply, the weights given to the different portions of the <br />exam, overall passing score, and the reference list itself. Mrs. Rote said she is interpreting what Mrs. <br />Ramsey said to mean that the candidates make application once the dates are posted. She said we have <br />already given the candidates notice that an exam will be given but the dates were not set. She said we <br />asked to know prior to releasing information, if a candidate wishes to take a test or not. She asked if <br />Mrs. Ramsey is suggesting that we re -open it. Mrs. Ramsey said no she is not but in the future it might <br />be good for candidates to see what they will be asked to do before they are asked to apply. She said <br />everyone will know what to expect when things are posted. She asked what kind of application the <br />city has. Mrs. Rote indicated it is a letter of intent. Mrs. Ramsey asked about credits and asked if we <br />only use seniority. Mrs. Rote replied we use efficiency and seniority points. Mrs. Ramsey asked if the <br />efficiency points are ever checked before taking a test. Mr. Dubelko said it is not addressed but it is <br />something that can be addressed in the future. Mrs. Rote said it is something that will have to be <br />worked into the Civil Service Handbook. The board thanked Mrs. Ramsey for her presentation. <br />VI.
