to find out what chiefs are available on the day selected. Mrs. Ramsey said she can give the board
members all of the pictures, but they don't want to give the candidates the chiefs' names or where they
are from. Mrs. Ramsey asked for tentative dates. Mr. Thomay said he would like December 10th for
the written and December 14th for the assessment. Mrs. Ramsey said if the board wants to let the
candidates know the scores, they can provide a copy of their answer sheet, read them the key, let them
mark their papers, and she keeps the originals, so they know right then and there how they did. The
good part is they know their score, the bad part is sometimes you may get more protests. Mr. Thomay
asked if it is acceptable to not let them know the scores on the written. Mrs. Ramsey said that is no
problem. She said when they come in to protest, they will know. She asked how the board handles
that. Mrs. Rote said they have 10 days in which to give written notice if they wish to come in and
review. When a candidate comes in, he is to be able to look at the key and then write up any protest.
They cannot bring in books. We have the sheets. Mrs. Ramsey confirmed the candidates do not see
their answer sheets at all in our testing. She indicated they can grade the sheets and send them back to
the city the next day. Mr. Jesse said that would be after both the assessment and the written. Mr.
Thomay said they may be creating problems giving the candidates the written scores first. Mrs.
Ramsey said they will have candidates take both tests and they can protest the written test after the
assessment center is completed. Mrs. Rote pointed out that all extra points for seniority and efficiency
are added after the testing is completed. Mrs. Ramsey asked for clarification on the protest period.
Mr. Thomay confirmed it is 10 days. Mr. Dubelko said we need to establish our eligibility list within
20 days of the completion of the examination. Mr. Jesse indicated the protest period is included with
the eligibility time frame. Mr. Dubelko asked how long it will take to get grades, the combined scores,
returned to the commission. Mrs. Ramsey indicated if the test is done on the 14th, they could probably
have results on the 16th or 17th of December if there is no feedback required. She said they need to
deal with appeals and those can be faxed to her and she can work on them. She confirmed they will go
with December 10th and 14th for the tests. She said the test on the 10th can be done in the evening. Mr.
Thomay said he would like it to be 7:00 p.m. Mrs. Ramsey said that is fine. She said they should start
at 9:00 am on the 14th. She would be on site at 8:00 a.m.
R. Giesser made a motion to set the written test date as December 10th at 7:00 p.m. and the assessment
test will be on December 14th at 9:00 am. The motion was seconded by J. Thomay and unanimously
approved.
J. Thomay made a motion to establish a weighted 60% evaluation for oral assessment and weighted
40% for the written exam, with an overall score of 70% required for passing. The motion was
seconded by R. Giesser and unanimously approved.
Mrs. Ramsey said they need to set a date for the pre-test orientation, which is optional, but she feels it
is necessary. She gave some available dates. Mrs. Rote suggested going with November 8th which
gives them time to review the assessor pictures and respond. Mrs. Ramsey said if a candidate doesn't
show up for the pre-test he can be tracked down to get a response. Mr. Dubelko confirmed that pre-
test orientation is optional but determining if you can identify an assessor is mandatory. It was
confirmed the pre-test orientation will be on the 8th of November. Mr. Dubelko said there should be a
motion to set the last day of excepting applications. Mrs. Ramsey mentioned again that the pictures
can be e-mailed. Mr. Jesse said they should be numbered. Mrs. Ramsey said they will do the pre-test
and bring the pictures on the 8th. Mrs. Rote pointed out that date would be good because it will then
give candidates 30 days for both written and oral preparation. Mrs. Ramsey indicated the pre-test
should take about an hour. Mr. Jesse said they should have it at 4:00 p.m. Mr. Dubelko asked if
candidates should sign a form to indicate they do not know an assessor. Mrs. Rote indicated the photos
can be posted in the fire stations, which are 24/7. Mrs. Ramsey said she prefers not to have the photos
up at the fire stations. She said they should remain with the civil service office. Mr. Thomay pointed
out the pre -assessment orientation is not a part of our regulations. Mr. Dubelko said it is important to
the testing process that candidates show up and take a look at the photos. He said he would still
r"
