W <br />CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION SPECIAL METING <br />MINUTES — JANUARY 13, 2003 <br />MAYOR'S CONFERENCE ROOM <br />7:00 PM <br />I. ROLL CALL: Chairman Thomay called the meeting to order at 7:10 p.m. <br />PRESENT: Commissioners J. Thomay, R. Giesser, and P. Martin <br />ALSO PRESENT: Civil Service Secretary, A. Kilbane <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated December 19, 2002 have been submitted for approval. <br />J. Thomay motioned to approve the minutes of December 19, 2002 as submitted. The motion was <br />seconded by R. Giesser and unanimously approved. <br />III. REPORTS: <br />t <br />There were 8 pieces of correspondence received and 2 pieces of correspondence sent out or <br />submitted. <br />J. Thomay made a motion to accept the correspondence report. The motion was seconded by R. <br />Giesser and unanimously approved. <br />IV. OLD BUSINESS: <br />The Commissioners need to certify the promotional list for Fire Chief and advise the Appointing <br />Authority to proceed with the promotion. <br />Mr. Thomay indicated the board members received the fire promotional ranking list for the <br />recently administered written test and oral assessment. The board has been asked to certify this <br />list. He pointed out the number one ranking belongs to Mr. Tom Klecan, who is presently serving <br />as the provisional fire chief. Mrs. Giesser indicated the entire list should be certified since it will <br />be effective for two years. <br />J. Thomay made a motion to certify the promotional list for Fire Chief, which will be effective <br />until January 13, 2005. Mr. Klecan is ranked first on the list. Number two on the list is Ed <br />Robertson. Number three is Scott Bartko. Number four is Jim Dunwoodie. All the candidates <br />passed the exam. The clerk is to notify the Safety Director of the certification. The motion was <br />seconded by P. Martin and unanimously approved. <br />The Commissioners need to address making revisions to the Civil Service Handbook. <br />Mr. Thomay asked if there were any suggestions as to how to approach the book. Mrs. Martin <br />mentioned that they had previously talked about getting a conference room for a day so they could <br />start the review process. Mr. Thomay indicated the previous board members went through <br />approximately 1/3 of the book. There was some correspondence and revisions that should be <br />reviewed by the present board members. Mrs. Kilbane indicated she will check the files and get <br />any of the pertinent information to Mrs. Giesser and Mrs. Martin. Mr. Thomay said he will look <br />through his files. He recalls seeing some revisions. He mentioned that one item that was <br />previously discussed was the eye standards, which do not cover modern advances like laser <br />
