4 <br />motion to change the date. Mr. Thomay suggested that the commission should not have to make a <br />motion as no motion was ever made on it and it is not a mandatory meeting. <br />Mr. Thomay indicated that he notice the e-mail to councils clerk requesting that Council pass the <br />legislation request for the testing company. Mrs. Rote indicated that Councils Clerk suggested she <br />would make sure they passed it at their May 20, 2003 meeting. Mrs. Giesser questioned why it <br />was not passed on first reading. Mrs. Rote reviewed that she wrote the legislation request, which <br />requested the legislation be passed on an emergency measure under suspension of the rules. The <br />four packets were given to the Mayor to submit and the Mayor, Clerk of Council and she all met <br />and reviewed what was needed and who was to get each packet. <br />Mrs. Rote advised the commissioners that their second legislative request was not written. She <br />received an e-mail from Mr. Dubelko indicating that the Finance Director who should make the <br />request and he discussed the issue and she feels that it should wait. The clerk suggested that if the <br />commission waits until a request for a test is submitted the Civil Service will be placed in a position <br />of administering an entry level exam within 90 days of notice. There is no way the Civil Service <br />office can administer an entry level exam in 90 days it is not possible. An entry-level exam takes <br />from 4 to 6 months from start to finish. Mrs. Giesser questioned if someone could talk to Council <br />about our dilemma. Mrs. Rote voiced that she tried to talk to Mr. Dubelko when she received the <br />e-mail and he advised that the commission can request the funds next year or when the request for <br />the test is received. She suggested that if the commission is asked to give both entry-level fire and <br />police at the same time the commission will be placed in an impossible situation. It would be a <br />nightmare to say the least. Mrs. Giesser reviewed that the Fire Chief voiced that he wanted all the <br />officers in place by November 2003 to accommodate the vacation schedules that are due in <br />November. She suggested asking the Fire Chief to speak up and voice his concerns. Mrs. Rote <br />suggested that the Commissioners needed to understand that Council never saw a request for <br />additional funds. The decision not to create the legislative request was made by Finance Director <br />Copfer and Law Director Dubelko, Council has not been informed you want additional funds. Mrs. <br />Giesser questioned if it was the Finance Director who decided money is not needed now. Mrs. <br />Rote read aloud Mr. Dubelko's e-mail, which reads I have spoken with Carrie regarding the above - <br />referenced request that would typically be prepared by her department. The need for additional <br />funding will not arise this year, if at all, late in the year. Carrie recommends that the request be <br />brought before Council later in the year if and when the need for the additional funds arises. I <br />concur. Mrs. Giesser suggested the commission respond to Mr. Dubelko's e-mail as his premises <br />are wrong. Mrs. Rote questioned if the commission wanted her to create a memo explaining why <br />the commission wants the money now. Mrs. Thomay indicated that Council goes on vacation in <br />July and if a request for a test comes in we would have to take additional time to request funds. <br />Mrs. Giesser stated it would be impossible to meet the time restrictions if a request comes in <br />without the funds. <br />VI. ADJOURNMENT: <br />I Thomay motioned to adjourn the meeting. R. Giesser seconded the motion with the <br />following comments. She questioned if in fact the commissioners did not need to make a <br />motion on the pre -orientation date. Mr. Thomay felt that as it was not a mandatory meeting <br />nor had the commission ever motioned or addressed it in the past a motion would not be <br />needed.
