<br />R. Giesser motioned to go into executive session. J. Thomay seconded the motion, which was
<br />unanimously approved.
<br />Commission returned from executive session at 9:22 a.m.
<br />Mr. Thomay reviewed that the commissions had an issue before them, which involves various
<br />postings of study books for the Assistant Fire Chief test. The first notice listed the following 5
<br />study books; 1). Building Construction for the Fire Services, 3rd edition, 1992. 2). Essentials of Fire
<br />Department Customer Service, 1996. 3). Fire Chiefs Handbook, Penwell Publishing, 5t' edition
<br />chapters 1,2,3,4,6,7,10,24,25,26, and 27. 4). Incident Management for the Street -Smart Fire Officer,
<br />1997. 5). Management in the Fire Service, 3rd edition, 1998. After the posting was released it was
<br />brought to the commissions attention that one of the books was not available. At the time, it was
<br />believed to be the Building Construction for the Fire Services, 3rd edition. It is required that all
<br />books are readily available and past practice has been that one set of all the books listed are
<br />available at each fire house. The commission subsequently motioned to drop the Building
<br />Construction for the Fire Services, 3rd edition. There was a second posting released, then it was
<br />discovered that a book that was available was removed, and the Management in the fire service 3rd
<br />edition that was not available was still on the list. The clerk then issued a third posting correcting
<br />the error. Now under ORC 124.45 it requires that the postings need to be made at least 30 days
<br />prior to the taking of the exam. The third notice or the correct notice listing the books that are
<br />available took place less than 30 days from the exam. The written test is scheduled for June 9, 2003
<br />and Oral exam June 12, 2003. The problem is that there have been books dropped and placed back
<br />on the list making it difficult for the candidates to determine what to study. There is also a
<br />possibility of opening the commission up to a protest from any candidate not ending up as the
<br />number one candidate. Challenging the whole procedure and perhaps making the whole test void
<br />and the commission does not want to take that risk. Therefore, he believes that the testing date June
<br />9, 2003 for written exam and June 12, 2003 for oral exam should be rescheduled. Once the
<br />Commission finds out what books are available, dates available for testing agency and if the test has
<br />been prepared already.
<br />J. Thomay motion to postpone the June 9, 2003 and June 12, 2003 testing dates. R. Giesser
<br />seconded the motion, which was unanimously approved. Dates Postponed
<br />Mr. Thomay questioned if the Fire Chief originally had 5 books on the list, and what books are
<br />presently available. Fire Chief Klecan indicated that there were originally 5 -books, but the Fire
<br />Department does not have Management in the Fire Service, 3rd edition, 1998. Mr. Thomay
<br />questioned if there were copies of the following books in each of the Fire Stations. 1) Building
<br />Construction for the Fire Services, 3rd edition, 1992. 2) Essentials of Fire Department Customer
<br />Service, 1996. 3) Fire Chiefs Handbook, Penwell Publishing, 5d' edition. 4) Incident Management
<br />for the Street -Smart Fire Office, 1997. Fire Chief Klecan stated "yes" to each of the book names
<br />read. He indicated that the fire department does not have a copy of the Management in the Fire
<br />Service, 3rd edition, 1998, they have the 15' and 2"d editions only. Mr. Thomay questioned if the
<br />clerk had spoken to the testing agency regarding how far along they are in completing the written
<br />and oral exams. Mrs. Rote reviewed that she had spoken to Mrs. Pat Ramsey who stated the
<br />written test has been created and the following books were used; 1) Building Construction for the
<br />Fire services, 3rd edition, 1992. 2) Essentials of Fire Department Customer Service, 1996. 3) Fire
<br />Chiefs Handbook, Penwell Publishing, 51h edition chapters 1,2,3,4,6,7,10,15,17,24,25,26, and 27. 4)
<br />Incident Management for the Street -Smart Fire Officer, 1997. Fire Chief Klecan was asked if the
<br />four books that were just mentioned available at both stations. Chief Klecan stated "all four of the
<br />books were available at each fire station.
