pay the one time fee. Mr. O'Malley questioned if the bigger suburb's have their own testing <br />programs. Mr. Ehasz suggested that Columbus and Toledo use their program (Fit Force). <br />Cleveland and Akron have their own programs. Currently their bigger Cities include Mentor, <br />Avon, Avon Lake, Bay, South Euclid, and Lakewood. Mr. O'Malley felt that it would be good to <br />mention the other communities that are getting involved with the program. Ms. Giesser wanted to <br />make sure that it was clear that even if we adopt the program and become certified with the college <br />the program might not be ready in time to use for the next entry level test. It should be clear to <br />Council that Civil Service may need to administer one more agility test, before this program is <br />fully set up. Mr. O'Malley suggested that this is like an investment it may not pay off right away <br />but in the end, it will save the City a lot of money. Mr. Thomay questioned if the entry level fire <br />candidates could take the same agility tests. Mr. Ehasz indicated that although the fire can not <br />use the Police agility the College does have a fire agility program that North Olmsted is <br />grandfathered into and can use. Mr. Thomay indicated that Civil Service would like to take part <br />in the program. Mrs. Giesser indicated that the board would like to recommend that Mr. Jesse <br />present to Council legislation to allow the Civil Service to join the program. Mr. O'Malley <br />suggested having the clerk write a memo to the Mayor and Council urging them to enter the <br />contract and take part in the program. It should indicate that the Civil Service commission believes <br />that the program will work and be a more efficient way to conduct the agility test. The memo <br />could also be attached as a cover sheet to the documents presented today and forwarded to <br />Council. The current contract itself would be attached to a legislative request form and a memo <br />from the Civil Service Commission supporting the request could be attached to that. Mr. Jesse <br />indicated that the funds would come from the Police department budget. Mr. Ehasz indicated he <br />would need to make a few calls to see if the funds could be received later and the dates moved. <br />J. Thomay motion to have the clerk prepare a memorandum showing that the Civil Service <br />Commission supports the TRI -C Program and recommends the City inter into a contract to <br />participate in the program for the sum of $2,000.00. Mrs. Giesser recommended expressing <br />the timeframe restraints involved in the memo, and ask Council for an expedient action on <br />their part. R. Giesser seconded the motion, which was unanimously approved. <br />Discussion for the Preparation for the Fire Lieutenants examination: <br />Mr. Thomay questioned if Civil Service has the funds to administer a Lieutenants exam. Mrs. <br />Rote indicated that currently the Civil Service has a total of $6,500.00 in the civil service testing <br />account. She indicated that Mrs. Ramsey faxed a quote for a Lieutenants written. exam which <br />would be $225.00 per reference source used. For a written and Oral Assessment the fees would be <br />$225.00 per reference source on written and the assessment fees would depend on how many <br />candidates participated in the assessment. Fee for (5) or less candidates would be $700.00 each. <br />(6) to (7) would be $600.00 each. (8) to (9) would be $500.00 each. For (10) to (17) candidates, <br />the charge would be $400.00 each. For (6) or more candidates, additional monitors would be <br />required at $60.00 per monitor. She further reviewed that if the commission chose to have a <br />written exam only the total cost would be less than $2,000.00 and no additional funds would be <br />required. The testing company has indicated that the ratio for the highest number of protests filed <br />is in the Lieutenants rank. The testing company recommended that if the commission limits the <br />number of oral assessments then it is recommended that at least 17 candidates be allowed to <br />participate. Using those numbers the total cost would be 17 assessments for $6,800.00 plus the <br />$1,125.00 for the written exam for a grand total of $7,925.00 which the commission does not <br />currently have. Mr. Thomay questioned how many candidates are available and what was done at <br />the last testing cycle. Mrs. Rote reviewed that a written and oral assessment was administered the <br />last testing cycle. There were no stipulations as to how many candidates could take the assessment <br />but the written passing score was set at 80%. There was 30 candidates eligible to partake in the <br />test, 15 candidates took the written test and only 3 candidates passed the written test and moved on <br />5 <br />
