Mr. O'Malley questioned if the officer would administer the exams and become part <br />of the college's network. Ms. Giesser questioned how many communities needed to be involved <br />for this program to work. Mr. Ehasz suggested that they only need 20, which they currently have <br />but they would like to get all 50 communities to come aboard so they have better numbers. Mr. <br />Thomay indicated that a candidate could take the written test and already have his card for the <br />agility test. <br />Law Departments comments; . <br />Mr. O'Malley believes that the Civil Service Handbook addresses physical tests and agility tests <br />separately because state law deals with them separately as well. He read aloud section 124.23 of <br />the state code, which discusses what types of tests are required for entry-level police applicants to <br />take and pass. The commissions handbook addresses agility tests under Article II section (8). Ms. <br />Giesser voiced that the commission would need to reword the handbook to make sure candidates <br />have their cards before or after the written test and that it is up to them to keep the cards current. <br />Mr. O'Malley read aloud state code 124.41 addressing candidates passing physical examinations <br />administered by a license physician. The Commissions Handbook addresses the physical <br />examination separate from the agility exam. He wanted to make sure the commission understood <br />that although the costs of agility exams would be eliminated the cost of the physical, eye and <br />psychological exams would remain with the Civil Service Commission. He questioned how many <br />candidates the commission sends for physicals, eye, and psychological exams. Fire Chief Klecan <br />indicated that due to the cost of the tests they only send the candidate they wish to hire for the <br />physical, eye, and psychological exam. Mrs. Rote reviewed that the appointing authority only <br />sends the candidate he wishes to hire for the physical, eye, and psychological exams due to the <br />expense of tests. She indicated that the cost to hire one entry level Police or Fireman runs <br />$1,120.00 to complete the required tests, therefore only the candidate the Chiefs wish to hire take <br />those tests. In 1999 requirements for new Police and Fire personnel had additional tests such as <br />chest x-rays, EKG's, and stress tests added to establish a base line for the health of the candidates <br />heart and lungs. Ms. Giesser questioned when the college would be ready to administer the first <br />test. Mr. Ehasz thought they would be ready to have the first test early next summer in 2004. Mr. <br />O'Malley indicated that the material received suggested that if we had to respond by July 15, 2003 <br />or else. Mr. Ehasz reviewed that the dates are extended, as there were many cities that needed <br />more time to review the program. Mr. O'Malley reviewed that such a contract would require the <br />administration to introduce legislation to Councilfor approval if the Civil Service supports the <br />program. The next question would be whether Council would want to study it in committee or <br />pass it under emergency measure. Mr. Ehasz suggested that they have moved the dates, as other <br />Cities required more time as well. All they need now is a signed contract and if it will take one <br />more month for the fee that will be o.k. Mr. O'Malley reviewed that even if the legislation is <br />passed expeditiously the Mayor can not sign the contract until the legislation is passed. Mr. <br />Ehasz indicated that they would date the contract August 5, 2003 if that would help the City. Mr. <br />O'Malley advised that it would be better to adjust the contract dates to August 25, 2003 so <br />Council would have plenty of time to review the request and adopt it. Mr. Thomay questioned if <br />Mr. Ehasz would be available to present his presentation to Council at their August 5, 2003 <br />meeting. Mr. Ehasz indicated that he would make himself available. <br />Safety departments comments; <br />Ms. Giesser questioned how the Safety Director felt about the program. Mr. Jesse indicated that <br />he had discussed the program with the Police Chief and they are all for mainstreaming the testing <br />process. Their understanding is that it will allow the entry level exams to be completed in a more <br />timely manor and elevate the expense of conducting an agility test. Ms. Giesser questioned if Mr. <br />Jesse saw any negatives to the program: Mr. Jesse the only negative is the initial cost of the <br />program but he understands that it cost the city more to give an agility test then it would cost to <br />4 <br />
