Both Mr. Robertson and Mr. Swan accepted their test result packets before <br />leaving the meeting. Mrs. Rote indicated that she would deliver Mr. Guts result packet to his <br />home on her way home from the meeting. <br />J. Thomay motion to certify the final list. R. Giesser seconded the motion, which was <br />unanimously approved. <br />Cuvahok,a Community College Agility Testing Program RepresentativeIspeaker. <br />Mr. Thomay invited Mr. Ehasz from the Cuyahoga Community College to present his agility <br />program. Mr. Ehasz presented each Commissioner a copy of a memo from Cuyahoga Civil <br />Service Chairman R. Novak encouraging the commission to partake in the program. The buy in is <br />a one-time payment of $2, 000.00 and there will never be a fee for the City again. Each candidate <br />that takes the test is provided a card certifying that they have passed the agility test and it is good <br />for one year. Each candidate whom takes the agility test pays out of his or her own pocket a <br />$40.00 fee for the certification which includes a prep course. At this point in the meeting, Mr. <br />Ehasz presented a slide show reviewing the program and the company, which will be doing the <br />validation for the College. The topics reviewed in the presentation were as follows; * <br />Organizational Chart, * Police Agility Testing, * Who is fit force, * Validation, Construct/ <br />Criterion Validation, *Types of Validation, * Job Related nature of Physical, * Selection of <br />Physical performance tests, * Norms VS Standards, *Absolute standard, * Civil Rights Act of <br />1991, * Law infers absolute single standards are required, * How will fit Force and CCC validate <br />the standard, * How will fit force and CC continue to validate the standard, * Benefits, * Why Tri - <br />C? In addition* Contact numbers. The Officers from each community will in fact become an <br />instructor and will be qualified to administer the tests. This will also be an opportunity for the <br />officer to earn extra money off duty. Mr. Ehasz suggested that the college would hold agility <br />tests four times a year, with a five-day work session to prepare each candidate to take the test. He <br />questioned how much the city was currently paying to administer agility tests. Mrs. Rote <br />reviewed that currently the city invites the top ranking 40 candidates to take agility test at a cost of <br />$75.00 a candidate for a total of $3,000 a test. It would also condense the testing time by up to 6 <br />weeks for completing an exam as the 2 -week notice for invites to the agility and the 30 -day <br />preparation time to take the agility test would be eliminated. <br />Board members questions; <br />Mrs. Giesser questioned what would happen if one of the top ranking written candidates had not <br />receive their certification. Mr. Ehasz indicated that the commission would need to state in their <br />advertisement that all candidates would need to take the Tri -C agility test and have a current <br />certificate of completion before the date of hire. Mr. O'Malley questioned if the commission was <br />currently only testing the top 30 candidates of the written test now. The Commission would have <br />to establish rules to regulate what meets the criteria of the agility as well as when they would have <br />to have the certificate. The wording for the Civil Service Handbook would be something the <br />commission would need to carefully examine, as there are many issues involved. He questioned <br />what would be involved for a police officer to be part of the program. Mr. Ehasz indicated that <br />
