f Mr. Thomay questioned if the clerk was present in the room. Mrs. Rote indicated that she was
present and assured the board that no one came in the room to go to the bathroom. An intercom
announcement was made to let the workers coming in from the road know not to enter the room
and it was heard in the testing room. She left the testing room to ask that the intercom be turned
off or down so that it would not be heard in the testing room. One man on duty came into the
room to turn down the volume or turn it off. She indicated that Mr. Robertson was present as well
as Mr. Swan and asked if they recalled what took place. Mr. Robertson indicated that Mrs.
Rote's recollection was correct one worker came in the room to turn off the speaker. Mrs. Rote
thought the worker came in the room two times at most. Mr. Thomay questioned if any of the
testing candidates voiced any complaints or made any comments. Mrs. Rote indicated that only
one candidate voice that he thought the room was a bit cold as he was leaving. She then turned
down the air conditioner. Mr. Thomay questioned why that room was used. Mrs. Rote reviewed
that when a new testing date was being set, she found that the usual testing locations were not
available for use. The Safety Director suggested using the upstairs employee's room as it was
large and had 6 -tables available for the candidates. However after the date was set she sent out an
e-mail announcing that the room would be used and she would need to have access to the room
through the Finance Department. The secretary in the service garage instructed her that Civil
Service would not have access through the finance department after working hours. The date of
the meeting the weather was such that to get to the room the candidates would have to go out in
the inclement weather to get to the room. Therefore, the Service secretary advised us to use the
first floor employee room.
J. Thomay motion to accept the correspondences as submitted. R. Giesser seconded the
motion, which was unanimously approved.
IV. OLD BUSINESS:
Continuation of Civil Service addressing Mr. Binjyeli's questions and City positions covered by
Civil Service:
Mr. Thomay reviewed that for the past couple of months/meetings the board has been discussing
a question brought up by Mr. Binggeli. He received a memo from the Law Director indicating that
he would have a response to their questions by the end of the month. Therefore, the board will
table this discussion until the next meeting.
V. NEW BUSINESS:
Mr. Thomay indicated that the order of the agenda would be changed to accommodate the testing
candidates that are present to get the Assistant Fire Chief test results.
Commissioners need to certify the results of the Assistant Fire Chief test.-
Mr.
est.
Mr. Thomay questioned why there were (4) candidates who took the written exam and (3)
candidates who participated in the Oral Assessment, as there were (5) candidates who indicated
they would be taking the tests. Mrs. Rote reviewed that Candidate Vance submitted a letter
withdrawing from the Assistant Fire Chief exam the day before the written exam was to take
place. Candidate Bartko took the written test and the day of the Oral Assessment submitted a
letter withdrawing from the Assistant Fire Chief exam. Mr. Thomay indicated that once the two
candidate's names were removed the following was the final results of the Assistant Fire Chief
examination. Ranked (1) Edward Robertson, final score 95.88% (2) Timothy Gut, final score
93.96%, and (3) Donald Swan with a final score of 92.28%. See chart below;
