.0
Ms. Giesser felt that it should be on record that at the last meeting the commission accepted 20
applications for the Building Inspector exam. Subsequent to that meeting it was discovered
there were four additional applications submitted which were allowed to participate in the test.
R. Giesser motion to formally accept those four additional applications. M. Ubaldi
seconded the motion, which was unanimously approved.
Mr. Ubaldi reviewed that over the past few months the commission has been deliberating over
whether or not the Animal Wardens position is classified, unclassified, classified competitive or
classified non-competitive. After researching the topic he believes that there is sufficient
justification to consider the position Classified Competitive. The job descriptions that he has
researched closely matches what the commission received from Council and the Personnel
Department. He would like the Secretary to contact testing companies to see what type of tests
they offer in way of Animal Wardens. The current Warden would be grandfathered but the next
opening could be filled through a competitive test. Discussion regarding the Animal Warden
position possibly being classified non -testable if the commission can not find a testing agency to
administer a test.
M. Ubaldi motion to classify the position of North Olmsted Animal Warden as Classified
and pending further research the commission will determine if it will be a competitive or
non- competitive position. R. Giesser seconded the motion, which was unanimously
approved.
Mr. Ubaldi inquired if the commission had received any further information from Personnel
Director Farver as to where they are in their updating the Cities job descriptions. The secretary
indicated that no further correspondence had been received. Mr. Ubaldi directed the secretary to
send a memo to the Personnel Director requesting an update as to the status of updating the job
descriptions. Ms. Giesser requested that the secretary provide Mr. Ubaldi and Mr. Hohmann a
copy of all the documentation she currently has regarding possible updates to the handbook so
everyone can start researching. Brief discussion as to how long it had been since the Handbook
had been updated took place.
V. NEW BUSINESS:
1. Commissioners need to review Building Inspector test results.
Ms. Giesser reviewed that there were 24 applications accepted. Ramsey and Associates was
hired to administer the Building Inspector examination, and the passing score was set at 70%.
Out of the 20 candidates that took, the test 11 candidates passed and 9 candidates failed the test.
The commission reviewed the three applications requesting extra credit. One candidate has a
State issued Building inspectors certification and two candidates provided documentation for
military credit.
R. Giesser motion to notify each candidate of their scores and to include extra credit to
those whom are entitled and to send letters to those who failed to show up for the test. M.
Ubaldi seconded the motion, which was unanimously approved.
The clerk reviewed the letters written to each candidate notifying them of their test results and
providing them a copy of the rules pertaining to a protest period. The Secretary advised that
there were a couple of tied scores. Two candidates tied and according to the Civil Service
Handbook the candidate who is a veteran was placed first over the non -veteran candidate. After
2
