Efficiency Rating <br />(E) <br />Exceeds Expectations 1 Points <br />Efficiency Rating <br />(M) <br />Meets Expectations 1 Points <br />Efficiency Rating <br />(B) <br />Below Expectations 0 Points <br />Efficiency Rating <br />(U) <br />Unsatisfactory 0 Points <br />The following factors shall be considered when awarding Efficiency Rating Point Credit: The <br />following factors and areas of expertise shall be used for Both Police Officers and Detective: <br />Commitment to Department Goals, Planning and teamwork; Attendance/Punctuality; <br />Conformance to Department Policies; Regulations and Procedures; Conformance to Work <br />Schedules, Assignments, and instructions; Appearance: Preparation and Presentation of <br />Required Written Information; Adaptability; Operation, Maintenance and Care of Equipment; <br />Relations with Citizens and the Community; Working Relationships and Cooperation with <br />other Officers; Civilian Staff and Supervisory Personnel; Use of Force; Performance under <br />Stressful, Emergency or Unusual Conditions; Safety; Interview and criminal Interrogation; <br />Court Testimony/Preparation; Investigation of Assigned cases; Response to Radio Calls and <br />Assignments; Community Based Policing Activities, and Organization of Evidence for <br />Prosecution. <br />Due to the differences in job descriptions there are slight differences in evaluating Officers and <br />Detectives. <br />In addition to the criteria established above, the following criteria shall also be considered in <br />the awarding of extra point(s) for Efficiency in the following area (s) of expertise. A Police <br />Officer may earn credit for his/her knowledge of State Statutes, Constitutional Law and Court <br />decisions; Patrol Activities; General Traffic Enforcement; Investigation of Crimes or <br />Accidents; Traffic Control; Criminal Arrest and Apprehension of Suspects; Collection and <br />Preservation of Physical Evidence; and. Photography. Note: If a Police Officer is also an <br />evidence technician he/she must also be evaluated on those skills. The Police Officers <br />supervisor, based upon the proceeding evaluations, but not necessarily an average of the <br />factors since some areas are more important than others, will carefully read the criteria for <br />each of the performance areas and check the term which best describes the employees overall <br />performance for the evaluation period, in accordance with the rating scale <br />Police Detectives may earn extra credit for his/her in the following area of expertise: <br />Investigators Productivity; Informant Development; Criminal Intelligence and Cooperation; <br />Apprehension and Arrest of Criminal Suspects. The Detectives supervisor, based upon the <br />proceeding evaluations, but not necessarily an average of the factors since some areas are more <br />important than others, will carefully read the criteria for each of the performance areas and <br />check the term which best describes the employees overall performance for the evaluation <br />period, in accordance with the rating scale <br />Credit shall be awarded based on the evaluation of the promotional applicants by his/her <br />supervisor for a period of six months prior to the scheduled promotional examination. <br />f. Extra credit for efficiency shall be awarded in the following manner for Fire Department <br />promotional: <br />Superior 3.00 Points <br />Thoroughly Competent 2.00 Points <br />Acceptable 1.00 Point <br />05-24-2004 Update <br />
