Y , "' <br />the Ohio General Assembly. Many new sections have been added from time to time to meet <br />the demands of lobby groups or to adapt the law to changing needs. The matter regulating civil <br />service of a city is a matter of municipal concern. In recognition of this face, the State <br />Legislature of Ohio has provided that there shall be a municipal civil service in each city <br />of the state of Ohio. <br />These commissions will have the same powers and duties with respect to civil service of such <br />city as prescribed upon the State Personnel Board of Review and the Director of the <br />Department of Administrative Services unless otherwise provided by local charter or <br />ordinance. For the proper conduct of its word, the civil service commission is given power to <br />draft rules and regulations which are given the force of law, but which may readily be amended <br />or rescinded. <br />Section 4. North Olmsted Civil Service System - Commentary <br />While a civil service system existed before the adoption of the City Charter (effective January <br />1960), the adherence to former civil service, as well as the expansion, or revision and deletion <br />of civil service rules derive from the O.R.C., the North Olmsted City Charter and local <br />ordinances. Accordingly, members of the commission adopted the North Olmsted Civil Service <br />Rules and Regulations on June 21, 1962. <br />The adopted "Rules and Regulations" were formulated within the following parameters: <br />1. Rules and regulations must rest upon authorization. <br />2. Rules and regulations must implement the law into a language that is non-technical <br />and easily understood. <br />3. Rules and regulations must establish in some details, the technical policies and <br />administrative procedures necessary for successful function of the North Olmsted Civil <br />Service System. <br />4. Rules and regulations must be consistent and be the basic intent of the law. <br />5. Part-time employees as determined by the Commission shall be any employee who is <br />employed by the City of North Olmsted up to and including, but not exceeding twenty <br />(20) hours per the designated five day pay schedule work week. <br />6. Rules and regulations must recognize the limitations of civil service authority. Basic <br />decisions such as the establishment of positions; salary levels for each position and the <br />appropriate funds, allow the North Olmsted City Council to determine the number and <br />caliber of employees, as well as the nature of their duties. <br />I <br />Exhibit A <br />' iii <br />
