CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />COUNCIL'S CONFERENCE ROOM <br />MINUTES - JANUARY 24, 2005 <br />7:00 P.M. <br />I. ROLL CALL: Chairperson Giesser called the meeting to order at 7:10 p.m. <br />PRESENT: Chairperson R. Giesser, M. Ubaldi, and W. Hohmann <br />ALSO PRESENT: Director of Personnel and Administrative Services C. Farver, Assistant Law <br />Director B. O'Malley, and Civil Service Secretary A. Kilbane <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated November 29, 2004 have been submitted for approval. <br />Mr. Ubaldi indicated he received a marked up copy of the minutes and there appears to have been <br />some grammatical changes made. Mrs. Farver indicated that she and the new Civil Service secretary, <br />Mrs. Kilbane, made some corrections to the minutes. Mrs. Farver respectfully requested that the <br />commission consider the corrections. <br />M. Ubaldi made a motion to approve the corrected version of the November 29, 2004 minutes <br />as submitted by Mrs. Farver and Mrs. Kilbane. The motion was seconded by W. Hohmann <br />and unanimously approved. <br />III. CORRESPONDENCE: <br />There were (38) pieces of correspondence received and (124) correspondences sent out by Civil <br />Service. <br />0 <br />Chairperson Giesser pointed out that three letters were received from police entry level candidates <br />who are requesting an extension of, time to submit agility certification. The board members then <br />discussed the issue of whether or not the Commission has the authority to grant an extension. Mrs. <br />Giesser said she does not believe they have that authority. Mr. Hohmann said he believes the <br />Commission may have or should have leeway. Mr. Ubaldi stated that the Commission had dictated <br />that agility certification was required to be submitted within 60 days. Mr. O'Malley said the <br />Commission has the ability to grant an extension due to unforeseen conditions yet they do not have to <br />feel compelled to grant the extension. There was further discussion about reviewing the language of <br />the Civil Service rules on this subject and possible changes. Mr. Ubaldi reviewed the requests. <br />R. Giesser made a motion to have the Civil Service secretary respond to the requests and quote <br />the Civil Service rules precisely and explain there are no provisions to grant an extension. The <br />motion was seconded by M. Ubaldi. Roll call on the motion: R. Giesser; yes, M. Ubaldi; yes, <br />and W. Hohmann; no. Motion Carried. <br />There was a brief discussion about the letters that were sent to those candidates who have not <br />submitted agility certification. The letters indicated there will be a hearing conducted at the next <br />Civil Service meeting on February 28 to determine disqualification and removal from the eligibility <br />list. <br />IV.
