Mr. Ubaldi suggested setting a schedule for handbook review for the next few months. He <br />recommended working on Rules III, IX, X, XI, XII, XIII, and XIV and the end notes according to the <br />following schedule: <br />February 28 - Rules III, and IX <br />March 21 - Rules X, XI, and XII <br />April 18 - Rules XIII, and XIV <br />May 16 — Clear up any unresolved issues and the end notes. <br />Mrs. Giesser said they should be prepared to look at Rule X in February because there may be issues <br />in which they run into difficulty and they would need involvement from the Police and Fire Chiefs. <br />She added they can get some questions together when they look at Rule III. The commissioners <br />agreed the schedule is an effective way to address remaining issues with the handbook. <br />• Continuation of Civil Service addressing City positions which are unclassified or classified and <br />covered by Civil Service <br />Mrs. Giesser said a written request dated January 20, 2005 was submitted by Donna Rote, the Clerk <br />of Commissions, to have the Civil Service Commission determine if Mrs. Rote's position is classified <br />or unclassified. Mr. Ubaldi indicated further review would be necessary in order to determine that. <br />Mrs. Giesser then reviewed Mrs. Rote's request. Mrs. Giesser asked Mrs. Kilbane to send a memo to <br />Cheryl Farver, Director of Personnel & Administrative Services, and to Kimberly Wenger, the <br />Planning Director and supervisor of Mrs. Rote, to obtain their input. The matter can be taken up at <br />the next meeting and those individuals can attend if they wish. Mrs. Rote then asked if the <br />Commission was asked to do that. Mr. O'Malley pointed out that other such requests have been <br />tabled until further review could be conducted. It was determined that as a professional courtesy, <br />Mrs. Farver and Ms. Wenger should be notified and have the opportunity to have input in the matter. <br />There was discussion about a list of full time city employees with a breakdown of who is classified <br />and who is unclassified. Mrs. Rote explained the list is a working document and no motion was ever <br />made on it. There was further discussion about job titles and classifications and perhaps some <br />descriptions being obsolete. Mrs. Farver indicated work has been done regarding how and when jobs <br />were created and there is currently work being done to ensure the City complies with the Fair Labor <br />Standards Act. She said she would be willing to take Mrs. Rote's request and add it to the task at <br />hand. Mr. Hohmann asked for further clarification on the request. Mrs. Rote provided some <br />background on her work with the City and her concern about not knowing her status. Mr. Hohmann <br />expressed an interest in knowing if there are advantages with one classification over the other and if <br />there is an impact in terms of compensation. Mrs. Rote said there is no impact on compensation and <br />indicated a classified status would provide civil service protection. Mr. O'Malley referred to the <br />charter to elaborate on the classifications further. Mr. Ubaldi said his feeling is that based on the <br />charter and the paper trail, the position in question would be classified/competitive. He asked Mrs. <br />Farver when she might have a report ready. Mrs. Farver replied she will have a response by the next <br />meeting. She said she appreciates the opportunity and is sure Ms. Wenger would like the opportunity <br />for input as well since they were not copied on Mrs. Rote's memo. Chairperson Giesser said the <br />commission intends to act on the request. Mrs. Farver indicated she will look at the job <br />classifications that were provided as well as the job descriptions since Mrs. Rote may actually assist a <br />division head. Mrs. Rote commented that her duties are no more than that of a clerk. She said her <br />director informed her that Mrs. Farver had reviewed her job and duties and determined that her role is <br />not as important as the Clerk of Council. Mrs. Farver indicated that is not correct. Mr. Hohmann <br />asked if the concern is that Mrs. Rote's duties include assisting a supervisor, a director. Mrs. Farver <br />replied that is a concern and she discussed the background for the Mayor's request to shift Civil <br />
