CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES - FEBRUARY 28, 2005 <br />7:00 P.M. <br />I. ROLL CALL: Chairperson R. Giesser called the meeting to order at 7:05 p.m. <br />PRESENT: R. Giesser, M. Ubaldi, and W. Hohmann <br />ALSO PRESENT: C. Farver, Director of Personnel & Administrative Services; B. O'Malley, Assistant <br />Law Director; A. Kilbane, Civil Service Secretary <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated January 24, 2005 have been submitted for approval. <br />R. Giesser made a motion to approve the minutes as submitted. The motion was seconded by M. <br />Ubaldi and unanimously approved. <br />III. CORRESPONDENCE: <br />There were 12 items of correspondence received and 120 items of correspondence sent out by the Civil <br />Service Commission. <br />Mr. Hohmann asked about the correspondence responding to the Police Chief's inquiry into how many <br />candidates submitted agility certification. He asked if that indicates the Chief will be moving forward <br />quickly with the hiring process. Mr. O'Malley said he doesn't believe there is currently a vacancy on <br />the police force. He believes the Chief just wanted to be prepared because there are possible retirements <br />and a vacancy could be created with a promotional exam. <br />Chairperson Giesser pointed out a gentleman by the name of Jeff Bowser was present regarding the <br />Police Entry Level Examination. Mrs. Giesser recommended changing the order of the agenda to <br />accommodate Mr. Bowser (see New Business). <br />IV. OLD BUSINESS: <br />Mrs. Giesser pointed out the Commission did not elect a Chair and Vice Chair at its last meeting. She <br />said although it is not on the agenda, she would recommend that they elect a Chair and Vice Chair. <br />W. Hohmann made a motion to elect Mrs. Giesser the Chairperson and Mr. Ubaldi the Vice <br />Chairman. The motion was seconded by M. Ubaldi and unanimously approved. <br />➢ Review Rules III and IX of Civil Service Handbook for updates <br />The Commissioners decided to start the review at Rule III, Section 8c. There was a great deal of <br />discussion about seniority points and efficiency points. The concern is how and when points are <br />distributed. Mr. O'Malley commented that the appointing authority should have performance <br />evaluations completed before any promotional examinations are initiated. The Commissioners and <br />Assistant Law Director discussed several changes to the language in Section 8. The discussion lead to <br />another dialog of home rule and conflicts with state law regarding seniority points. Discussion <br />continued regarding Section 8b and 8c. It was determined that 8b will now read, "Efficiency and <br />seniority credit shall be awarded to an applicant's final score, subsequent to the examination." Section <br />8c shall read, "Time considered for seniority credit shall begin on the date of hire and end on the date of <br />the examination. Efficiency credit shall be based on the most recent efficiency review prior to the <br />appointing authority's request for a promotional examination." There was discussion about the list of <br />factors considered by the Police Department for awarding efficiency points, under Section 8e. It was <br />
