Mrs. Giesser suggested that Tom Herbster touch base with his people and Ms. Farver with Mr.
O'Malley. Mr. Ubaldi would like to make suggested determinations and then compare his list with
the list and job descriptions provided by Ms. Farver
Mrs. Giesser inquired about the Program Nutrition Coordinator at the Senior Center. Ms. Farver
advised that this is a part time position and Civil Service only determines the full time positions.
Mrs. Giesser indicated to Ms. Farver that they had made determinations in prior meetings and
would like the Commission to inform her, the employee, and the Department Head through a memo
about the Commission's decision. Mrs. Giesser would like the Commission to have a two -prong
program notifying the employee that the Commission will be discussing their job classification,
welcome their input, and then notify them of the final action.
Mrs. Giesser came across a memo from Bob Nichols in regard to Mr. Bingelli's position. His
concerns are whether or not he has to take a test to maintain his current position or asked if there are
a certain minimum amount of years of employment required to be grandfathered in. A general
discussion followed. Mr. Hohmann did not know if there might be other difficulties with the Union
and to be cautious about answering the memo. Mr. Ubaldi indicated that Rule IX has not been
completed and that the Commission could not address this at this time. Mrs. Giesser indicated it is
better not to answer the memo.
II. DISPOSITION OF MINUTES:
The Civil Service minutes dated June 20, 2005 have been submitted for approval.
Mrs. Giesser made a motion to approve the minutes as submitted. The motion was seconded
by Mr. Ubaldi and unanimously approved.
III. COMMUNICATIONS:
There were 5 items of correspondence received and I correspondence was sent out by the Civil
Service Commission.
Mrs. Eccleston received an e-mail from Ed Robertson to remove Mike Rodriques and Mark Baltakis
from the eligibility list. Mrs. Giesser asked Mrs. Eccleston if she had found the two letters from the
candidates removing their names from the list. Mrs. Eccleston advised her that she had check with
Mrs. Kilbane and she does not have any letters concerning Mike Rodriques and Mark Baltakis.
Mrs. Eccleston will advise Mr. Robertson to contact the candidates and either e-mail Mrs. Eccleston
or send a letter in writing.
Mrs. Giesser indicated that since Mr. O'Malley is not present, they would discuss his draft proposal
and amendment for the rule change at the next meeting. Mr. Hohmann asked what happens when
you have a candidate who does not submit their request for removal in writing. Mrs. Giesser
advised Mr. Hohmann to ask Mr. O'Malley at the next meeting.
The Civil Service Commission received a letter from the Mayor's Office at Bay Village. Mr.
Hohmann wanted to know what the letter was all about. Mrs. Giesser will call Bay Village.
Mr. Hohmann questioned the letter from Chief Ruple in regard to a hiring freeze. Mrs. Giesser
thought the Police Department was looking at the top people on the eligibility list because they
anticipated hiring.
IV. OLD BUSINESS:
