CITY OF NORTH OLMSTED <br />SPECIAL CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES - NOVEMBER 1, 2005 <br />7:00 P.M. <br />I. ROLL CALL: Chairperson R. Giesser called the meeting to order at 7:05 pm <br />PRESENT: R. Giesser, M. Ubaldi, and W. Hohmann <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Civil Service Secretary D. OLD BUSINESS: <br />Review of Rule IV Section 2, and Rule IX of the Civil Service Rules and Regulations <br />Mrs. Giesser suggested that the Commission table Rule IV, Section 2 to the end of this meeting or <br />the next scheduled meeting. Mr. Ubaldi indicated the purpose of the movements for Rule IX is to <br />have consistency with each type of appointment. Mrs. Giesser suggested to Mr. Ubaldi to go <br />through the whole rule and then a motion can be made. Mr.Ubaldi made several suggestions and a <br />general discussion followed concerning the modifications. Section 1 for Rule IX has been updated <br />on May 24, 2004. The remainder of Rule IX will read as follows: <br />Section 2: Non -Competitive Appointment Procedure: <br />Procedure for making emergency, provisional, temporary, and exceptional <br />appointments is as follows: <br />a. Emergency: In the case of an emergency, an appointment may be made with <br />regard to the Civil Service Laws or the Rules of the Commission, but in no case <br />shall such appointment continue for more than seventy (70) days, and in no case <br />shall successive emergency appointments to the same position be made without <br />the permission of the Civil Service Commission. <br />b. Provisional: Where a position is usually and customarily filled via an eligible list <br />and a current eligible list is not available; the Appointing Authority may fill the <br />position without competitive testing. Prior to filing a position under this <br />provision, the Appointing Authority shall first notify the Commission. <br />c. Temporary: Where the services to be rendered by an appointee are for a <br />temporary period, and the need for such service is important and urgent, the <br />Appointing Authority may select for such temporary service any person on the <br />list of those eligible for permanent appointment. Successive temporary <br />appointments to the same position shall not be made under this provision. <br />1. The acceptance or refusal by a person eligible for a temporary <br />appointment shall not affect his/her standing on the list for permanent <br />appointment; nor shall the period of temporary service be counted as part <br />
