Review of projected cost for the potential 2006 Police Department Promotional Exams Mrs. Giesser indicated it has been her experience in Promotional Testing that Pat Ramsay has been on the low side and to keep in mind, for budget purposes, the higher cost from the second proposal. A general discussion followed concerning the budget, promotional exams, score, ranking, and a three (3) man panel of an oral assessment. Mr. O'Malley inquired to Mrs. Giesser if she has ever been involved in the budget process. Mrs. Giesser advised that the secretary has always handled that process. Mr. Ubaldi inquired about the expiration date of the Entry -Level eligible list. Mrs. Eccleston indicated the list expires on November 29, 2006. Final determination of job classifications Mrs. Giesser discussed the job classification list that was tentatively worked out at the last meeting and has been circulated throughout the City. There have been no written comments to the Civil Service Commission. Mrs. Giesser made a motion to adopt the Civil Service Job Classification List with each job in the City of North Olmsted being determined by the Commission to be either classified or unclassified. Mr. Ubaldi seconded the motion and unanimously passed. The list is attached to the Civil Service minutes dated November 21, 2005. Review of Civil Service Rules, including but not limited to Rule IV Section 2, Rule VIII, Rules X through XIV and the Appendix Mrs. Giesser distributed proposed changes to Rule IV. A general discussion followed concerning adoption of the O.R.C. verbatim, future changes of the O.R.C., and the confidential examinations provided by the testing company. Mrs. Giesser made a motion to adopt Rule IV with the suggested changes. Mr. Ubaldi seconded the motion and unanimously approved. Rule IV is attached to the Civil Service minutes dated November 21, 2005. Mr. Ubaldi indicated there are some pertinent changes and elimination of language in Rule VIII. A general discussion followed concerning the release of the next eligible name without having a special meeting, redundant language, special meeting for a candidate's name removed for cause, top five (5) candidates, certification of the next name, and receiving appointment notification from the appointing authority. Mrs. Giesser made a motion to adopt Rule VIII as drafted. Mr. Hohmann seconded the motion and unanimously approved. Rule VIII is attached to the Civil Service minutes dated November 21, 2005. Mrs. Giesser distributed her draft copies for Rules X through XIII. A general discussion followed concerning the reference to the O.R.C. in the heading. Mr. Ubaldi made a motion to adopt Rule X as drafted. Mrs. Giesser seconded the motion and unanimously approved. Rule X is attached to the Civil Service minutes dated November 21, 2005.
