t L` <br />q�\�plo <br />CITY OF NORTH OLMSTED <br />SPECIAL CIVIL SERVICE COMMISSION MEETING <br />MAYOR'S CONFERENCE ROOM <br />MINUTES — AUGUST 8, 2006 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:00 pm <br />PRESENT: M. Ubaldi, W. Hohmann, and K. Zolar <br />ALSO PRESENT: Chief G. Ruple, Captain K. Whelan, Captain W. Wozniak, Chief Klecan, and <br />Assistant Law Director B. O'Malley <br />II. DISPOSITION OF MINUTES: <br />III. COMMUNICATIONS: <br />There were 11 items of correspondence received and 6 items of correspondence sent out by the <br />Civil Service Commission. . <br />IV. OLD BUSINESS: <br />Accept the Language for the Inquiry Letter for the Eligible List and Incorporate into Rule VII <br />Mr. Ubaldi made a motion to accept the language for the inquiry letter for the eligible list and <br />incorporate into Rule VII. Mr. Hohmann seconded the motion and unanimously approved. <br />V. NEW BUSINESS: <br />Reconciliation of each Commissioner's scoring of the Four Submissions for the Police Chief <br />Promotional Testing <br />Chief Ruple inquired about the status of the testing companies for the promotional chief s test. Mr. <br />Ubaldi indicated that at tonight's meeting, the Commission will choose three (3) or four (4) testing <br />companies to interview on Friday; accomplish a fast turn around for the contract to be ready for <br />Council on Tuesday. Mr. Ubaldi researched some schedules and based on the prerequisite <br />requirements for the thirty (30) day posting, protest periods and the logistical requirements for the <br />testing company in grading tests, the Commission can go with the thirty (30) days between posting <br />and testing which would be a date of around the third week in October or to waive the thirty (30) <br />day posting which would cut the time in half. Chief Ruple's concern is that when his retirement <br />takes affect, September 4, 2006, there will be no replacement. Chief Ruple would not recommend a <br />generic test and suggested waiving any time restrictions possible under the O.R.C. and the Civil <br />Service Rules and Regulations to expedite this process as soon as possible. Chief Ruple indicated <br />that with his vacancy and along with another retirement of an officer who has a lot of involvement <br />with the administration, it would be a very difficult job to run the Police Department. Mr. <br />Hohmann inquired when the testing companies come in to meet with the Chief, what has been <br />discussed in the past. Chief Ruple indicated they inquire about the duties of a certain rank; <br />situations dealing with the community. The Police Department has used Ohio Association of Chiefs <br />of Police in the past. Then the testing company would tailor portions of the test; provide written <br />
