J <br />problems and oral problems; in -basket problems; oral assessment problems and address specific <br />unique situations within the City. Chief Ruple suggested an oral assessment for the rank of Chief, <br />Captain and Lieutenant; a written and oral assessment should be given for the rank of Sergeant. <br />Captain Whelan participated in the last Chief's exam. The oral assessment lasted four (4) hours; the <br />in -basket tests the skills and abilities of the candidate to be able to prioritize certain things as they <br />take place. The assessment center was held in the Police Department. Captain Whelan will waive <br />the thirty (30) day posting date. Captain Wozniak explained the assessment process and has been <br />involved only with OACP for the past three (3) promotional testing. Chief Ruple indicated that if <br />the chosen testing company uses Chiefs, it is very important that the Chiefs do not come from this <br />area and do not have any knowledge of the candidates. Mr. Ubaldi indicated that the Commission <br />will let the Police Department know who the chosen testing company is. <br />Chief Klecan received a letter from one of the candidates, David Pohlchock, who has already taken <br />a full time position and is no longer interested in applying for the City of North Olmsted. Chief <br />Klecan requested his name removed from the list and to send over another name so he can continue <br />with the hiring process. Chief Klecan also indicated that the Assisstant Chief will be retiring by the <br />end of the year and the last test was 25% written and an oral assessment. Chief Klecan will have a <br />firm date for the Assistant Fire Chief's retirement by next month. <br />Mr. O'Malley indicated that upon a vacancy, the Commission must conduct the promotional test <br />within sixty (60) days. This includes any vacancy in a rank above the patrolman. The Commission <br />must have the funds in the budget. If the contract is less than $5,000.00, it is not required to go to <br />Council. If there is not enough money in the budget, the Commission will have to go to City <br />Council to make the monies available. Mr. Ubaldi inquired if the Commission can have Council <br />approve the contract this Tuesday and on Wednesday, have the testing company start the process. <br />Council gets legislative request the preceding Wednesday; emergencies can be exempt from that <br />deadline if the Law Director considers it to be an emergency. <br />The Commission's Determination to Choose to Exclude the Lowest Scoring SoQ and <br />Determining the Top Three to Interview <br />Ms. Zolar indicated that all SoQ's answered all the questions well and followed the format. A <br />general discussion followed concerning qualifications; testing retired Police Chiefs. Mr. Ubaldi <br />totaled the SoQ scores and the Ohio Association Chiefs of Police scored 289; Ramsey & Associates <br />scored 248; Standard & Associates scored 244; IACP scored 235. The Law Department <br />recommends to see how the testing companies can quickly accomplish this test and to solicit from <br />them a standard operating agreement on a form that is sufficient for review. Mr. Ubaldi indicated <br />he has a list of questions to ask the testing companies concerning how quickly the process can be <br />accomplished; choice of exam combination and recommendations; test two (2) ranks at one time; <br />survey the local environment. A general discussion followed regarding Chief Ruple's concerns <br />about the testing being performed before he retires; tailoring the test for the City. International <br />Association of Chiefs of Police time will be 7:00 pm; Ohio Association of Chiefs of Police time will <br />be 7:30 pm; Ramsey and Associates time will be 8:00 pm; Stanard & Associates time will be 8:30 <br />pm. Mr. Ubaldi suggested notifying the testing companies and provide a list of questions to guide <br />them. A general discussion followed concerning a written test; oral assessment; protest period. <br />During the protest period, immediately after the test, the candidate has five (5) days, exclusive of <br />Saturdays, Sundays and holidays, to ask questions, inspect the test and/or file a protest. The <br />Commission has five (5) days, exclusive of Saturdays, Sundays and holidays, to consider the protest <br />and contact the testing company. Five (5) days, exclusive of Saturdays, Sundays and holidays, from <br />the receipt of each protest, the Commission can reject or following an issue of revision. Mr. Ubaldi <br />
