Mr. Conway's suggestion is that the Commission not hold a competitive test for the <br />position of Building/Plumbing Inspector because he does not have a trainee to help with the <br />plumbing inspections and he himself does not have a plumbing certification. The Building <br />Department needs to bring in someone who has a plumbing certification and is limited to only 287 <br />certified in the State. Mr. Ubaldi indicated in reviewing the job descriptions of Building Inspector <br />and Plumbing/Building Inspector, the Plumbing/Building Inspector appears to be a specialized <br />position. After reviewing the Rules and Regulations, this position would be considered an <br />"Exceptional" appointment. The appointing authority is acting appropriately to request the <br />Commission's authorization to make the "Exceptional" appointment and the rules contemplate that <br />the Commission would authorize this to be done. There are three (3) different issues: Entry -Level <br />Building Inspector Examination; a request to hire an "Exceptional" appointment for the retiring <br />Building Inspector's position that is uniquely qualified with a plumbing certification; and a request <br />for a temporary appointment of two (2) part-time inspectors, on a temporary basis, pending the <br />eligible list and/or "Exceptional" appointment. <br />Mr. Ubaldi made a motion to grant authorization to the appointing authority for an <br />"Exceptional" appointment for the position of Plumbing/Building Inspector. Ms. Zolar <br />seconded the motion and unanimously approved. <br />Mr. Ubaldi made a motion to grant authorization to the appointing authority of one (1) part- <br />time Building Inspector and one (1) part-time Property Maintenance Inspector according to <br />the Rules regarding "Temporary" hire. Mr. Hohmann seconded the motion and unanimously <br />approved. <br />A general discussion commenced with matters concerning the Entry -Level Building Inspector <br />Examination including contacting the testing company to schedule'the examination in late August <br />or early September with an eligible list established the later part of September. The "Temporary" <br />part-time inspectors should be able to continue to work as needed throughout the interview process <br />after the eligible list has been established. In the past there have been two (2) components of the <br />Building Inspector examination; a written examination and an essay. The Building Inspectors have <br />to use written communication from time to time. <br />Mr. Ubaldi reviewed Rule II, Entry -Level Applicant Qualifications, Section 9, Building Inspector <br />Examination and suggested to strike the language and draft new language as follows: <br />Entry level examinationgfor building inspector shall be administered by any party so designated by <br />the Commission. They shall consist of the written examination and essay portion that will fairly and <br />accurately assess the relative capacity of applicants to discharge these particular duties of the <br />position for which the appointment is sought. <br />The Commission shall prescribe the subjects of each examination and relative weights to be <br />assigned thereto; provided, however, that any such determination shall be adopted by the <br />Commission prior to the date of such examination. <br />The amended rule will give the Commission general guidelines and the only difference with the <br />existing language is that it does not talk about the general nature and spends a lot of time about <br />calculating the two (2) weights. A general discussion commenced regarding the passing score; <br />testing dates; the number of applicants anticipated; certifications; specific requirements; age <br />requirement; residency requirement; finalize details at July's meeting. <br />
