CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION MEETING- CITY COUNCIL CAUCUS ROOM o MINUTES — JULY 16, 2007 7:00 P.M. I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 6:58 p.m. PRESENT: M. Ubaldi and W. Hohmann ALSO PRESENT: Fire Chief Klecan, Human Resources Director C. Farver, Kevin Coleman, Melissa Zurawski, Assistant Law Director B. O'Malley, Civil Service Secretary D. Eccleston II. DISPOSITION OF MINUTES: The Civil Service minutes dated June 18, 2007 have been submitted for approval. A general discussion commenced regarding the second page of the minutes. Mr. Ubaldi made a motion to accept the amended minutes. Mr. Hohmann seconded the motion and unanimously approved. III. COMMUNICATIONS: There were 13 items of correspondence received and 82 items of correspondence sent out by the Civil Service Commission. A candidate on the Entry -Level Firefighter Eligible List has taken another job elsewhere and declined to submit a volunteer withdrawal. Mr. Ubaldi made a motion to notify Christopher Holloway that he will be removed from the eligible list for relevant causes and is set for hearing at the next regular scheduled meeting. Mr. Hohmann seconded the motion and unanimously approved. A general discussion commenced regarding the letter from the Safety Director concerning Todd Skinner; the applicable date is the date of the appointment; age 31 is the cut off date by state law but our Charter indicates the Commission has home rule; rule change; age exception. State statue reads the age by appointment is 31; however, the township by resolution or city by ordinance could adopt a program up to a certain age. There are two (2) candidates from the old Entry -Level Firefighters Eligible List that are certified for a vacancy that occurred in July, 2006. One of the candidates 31St birthday will soon pass making him ineligible. There is a request from the Safety Director to extend the age limit for this candidate. The other candidate's age will make him ineligible in November, 2007. The time frame for hiring should be within 6 months. Mr. Ubaldi made a motion for candidates for the position of firefighter/paramedic, Mark Carbone and Todd Skinner, have the age requirement waived until December 31, 2007. Mr. Hohmann seconded the motion and unanimously approved. A recommendation was made that letters be sent to the candidates indicating the appointing authority's request and waiver the Commission granted.
