Such source material shall be readily accessible to participants; however, contrary to Revised Code 124.45, failure to comply with this requirement shall not make void the pursuant examination. Content of the examination notice and the qualifications of the applicants shall be determined by the Civil Service Commission. Test material may include but shall not be limited by the test subjects addressed in Revised Code 124.45, as determined by the Commission upon consultation with testing companies selected by the Commission to fashion such tests, which shall include a written component and may also include additional practical methods or oral assessments deemed appropriate by the Commission and weighted in its discretion ".
