Ir <br />CITY OF NORTH OLMSTED <br />SPECIAL CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - NOVEMBER 5, 2007 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:00 p.m. <br />PRESENT: M. Ubaldi and K. Zolar <br />ALSO PRESENT: Safety Director L. Thomas, Assistant Law Director B. O'Malley, Civil Service <br />Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />III. COMMUNICATIONS: <br />IV. OLD BUSINESS: <br />Review the Draft Rules & Regulations from the Law Department <br />Review the Rules and Regulations <br />A discussion commenced regarding Rule IV, Scoring, Protest and Ranking. A recommendation <br />was made to strike Rule IV, Section lb. State law is in the direction of eliminating this disparity <br />where the five (5) day protest period was preserved in firefighter promotional only and not found in <br />any other provision. Since the Commission has home rule authority, the Commission may choose <br />to have consistency throughout all the promotional testing. If this section is eliminated, Rule IV, <br />Section lc shall become Section lb and Section Id shall become Section lc. A general discussion <br />followed concerning the present Section Id. The thirty (3 0) day window for the promotional <br />appointment to be made comes from state law. In the past, the promotional appointment was made <br />as soon as possible. The new element here of 60 days for entry level selections is not something <br />that is found in state law and is noted to be of concern in the Commission's recent history. A <br />general discussion followed regarding the Building Inspector Eligible List; background checks; <br />medical and psychological examinations. <br />Rule IV, Section 3 refers to Rule III, Section 7. A suggestion was made to remove Rule III, Section <br />7 and place it under Rule IV, Section 3. Rule III, Section 8 will become Section 7. A general <br />discussion followed concerning the out of place language; redundancy. <br />A suggestion was made to rename Rule V from Extra Point Credit Entry -Level Applicants to Extra <br />Credit for Military Service and Education. Rule V, Section la: "Military Service Credit as <br />Delineated Below — All written requests for additional credit for active military service supported <br />by a copy of an Honorable Discharge (DD -214 or equivalent) shall be submitted to the Commission <br />along with the application for the entry-level examination. Such veteran's preferences shall apply <br />
