e
to any person who has completed service in the uniformed services, who has been honorably
discharged or transferred to a reserve unit, subject to satisfactory evidence and documentation as
described, and is an Ohio resident. Such service credit will not be granted to persons failing to
comply with this requirement". A suggestion was made to replace the recommended language to:
"Military service credit shall be awarded to any person who has completed service in the uniformed
services, who has been honorably discharged or transferred to a reserve unit, subject to satisfactory
evidence and documentation (DD -214 or equivalent), and is an Ohio resident".
Rule V, Section lb: "Credit for active military service shall be awarded as extra points to be added
to the applicant's earned grade in the following manner: '/2 point for each 6 months of active
military service with a maximum of 3 points being allowed". Replace the existing language with
"Such credit shall be awarded in the following manner: '/z point for each 6 months of active
military service with a maximum of 3 points being allowed".
Rule V, Section 1 c: "Such credit shall not be a part of, but shall be a credit to be added to the entry-
level applicant's earned grade resulting from the competitive examination, provided that the
applicant receives a passing grade in the competitive examination. If the competitive examination
consists of more than one component, i.e. the Building Inspector examination, credit will not be
added to the applicant's score on the written portion of the examination alone, but only after
completion of all portions of the examination process". Replace all existing language with "Such
credit shall be added only to the passing score to complete the examination process".
Rule V, Section 2: a suggestion was made that the first section should be Section 2a and to remove
the first sentence. The amended rule should read "Entry-level Police Department applicants may
receive additional educational point credit in accordance with the following scale: Four year
college degree in criminal justice/law enforcement equals three points — Four year college degree in
any other field equals two points — Two year college degree in criminal justice/law enforcement
equals two points — Any two year college degree equals one point". A general discussion followed
regarding the degree equivalency; amend point system.
Rule V, current Section 2a and Section 2b will be the new Section 2b with the amended language:
"Such credit shall be awarded to any applicant who submits a qualifying diploma. Total educational
credit cannot exceed five (5) points".
Rule V, Section 3: Maximum Allowable Credit Firefighter Applicants and Section 4: Efficiency and
Seniority Credit -Promotional Examination: a recommendation was made removing these sections
due to redundancy and the Firefighters do not receive any educational credit. Ms. Thomas indicated
that there is a lot of forensic science and criminology, two (2) year degrees in EMT, nursing
degrees, and fire technology and will research the degrees for the Firefighter section in Rule V. A
suggestion was made to remove Section 4 and table Section 3 for the purposes of redefining as a
description of education credits for the Fire Department entry-level applicants.
A general discussion commenced regarding Rule VIII, Section lb and Section 2b. There have been
some concerns from the previous Safety Director about a candidate being certified only three (3)
times as stated in the draft proposal of the Rules and Regulations Handbook. There might be some
qualified candidates on the eligible list that would be eliminated because they were certified the
maximum amount of times. A general discussion followed regarding the number of certified
candidates; the number of times the applicant can be certified; a stagnant eligible list; language
added to the rules for a survey of interested applicants.
