Commission is more active on the front end; a lot of the discipline and charge has been over taken <br />by the collective bargaining agreement. The changes made to Rule XII are noted with an "Updated <br />2/25/08" footnote in the Rules and Regulations handbook. <br />Mr. Ubaldi made a motion that the changes be accepted and that the Rules and Regulations <br />handbook be updated. Ms. Zolar seconded the motion and unanimously approved. <br />A general discussion commenced regarding amended Rule IX, Section 2 c; the last sentence is not <br />complete. The Law Department will look into this further. <br />During recent discussions with the Safety Director regarding the promotional probationary periods, <br />the revised rules indicated a six (6) month probationary period for promotional candidates and the <br />Safety Director was looking for a longer probationary period. There is no promotional probationary <br />period in State Law except for Firefighters and the State Law indicates up to six (6) months. A <br />general discussion followed regarding a twelve (12) month probationary period. <br />Mr. Ubaldi made a motion to amend Rule XII, Section 4 a, as follows: "All promotional <br />appointments may be for a probationary period of twelve (12) months." Mr. Hohmann <br />seconded the motion and unanimously approved. <br />The Commission reviewed Rule V, Section 1 a. This rule pertains to extra credit and a <br />recommendation to the rule is as follows: "Military service credit shall be awarded to any person <br />who has completed full-time duty in the active military service of the United States, including <br />members of a Reserve Component serving on active duty or full-time training, who has been <br />honorably discharged or transferred to a reserve unit, subject to satisfactory evidence and <br />documentation (DD -214 or equivalent) and is an Ohio resident. Credit shall not be awarded for <br />full-time National Guard duty." A general discussion followed regarding Ms. Walker's active <br />military time; the Ohio resident clause. <br />Mr. Ubaldi made a motion to amend Rule V, Section 1 a according to language that will be <br />forwarded to the Secretary. Mr. Hohmann seconded the motion and unanimously approved. <br />V. NEW BUSINESS: <br />Review Test Results from the Emergency Central Dispatcher Examination and Establish an <br />Eligible List <br />All extra credit points have been awarded and accepted. <br />Mr. Ubaldi made a motion to accept the established list and certify the top five (5) names to <br />the appointing authority. The certified names are Victorio Fragapane, Oleh Zhakunets, <br />Shannon Kelly, Audry Hoegler, and Michael Bekebrede. Copies of their applications will be <br />sent to the appointing authority. Mr. Hohmann seconded the motion and unanimously <br />approved. <br />Mr. Ubaldi made a motion to have the Secretary notify the applicants of their scores and <br />rankings. Mr. Hohmann seconded the motion and unanimously approved. <br />Discuss the Reorganization Plan for the Division of Engineering <br />The Service Department received approximately seventeen (17) proposals for the reorganization of <br />the Engineering Department and interviewed about five (5) or six (6) of the firms.
