1, <br />Discussion of the requirements. Lisa Thomas says that other cities have had a minimum <br />of 10 years of fire experience and open the search to be nationwide. We can look at a <br />professional fire fighter or look out West where unions are not present. <br />Michael Ubaldi wants to know if the change is limited to this administration; arid, when <br />there is turnover and change in the next 5-6 years, would the next administration want <br />this change? <br />Mr. Gareau stated that the voters also need to pass this. <br />Lisa Thomas states that Middleburg Heights has appointed their Fire Chief since the <br />1970's. It is not limited to this administration. It is just a good idea. The specifics of the <br />requirements would be decided on by legislation. <br />Tim Roshetko makes a,motion to accept the ordinance.as written.: x <br />Lou Broussard seconds the motion. <br />Roll call vote: <br />Michael Gareau votes yes <br />Lou Brossard votes yes <br />George Nashar votes no <br />John Thomay votes no <br />Jennifer Ontko votes yes <br />Tim Roshetko votes yes <br />The motion passes with a vote of 4-2. <br />Ordinance No. 20.08-70 <br />Jim Dubellco prepared a memo in favor of this proposal. He gave history on the position <br />of President of Council. When there was Republican President of Council and a <br />Democratic Council, there was friction. Now we -are anon -partisan city. The primary <br />role is -to manage the business of Council and currently this is only a weak power to <br />preside. He feels that every position should have real power to do their job. <br />Mr. Gareau feels that what Mr. Dubelko wants to achieve can be done by getting rid of <br />this separately elected position and have the Council just vote among themselves, The <br />President is_just an administrative position, not a legislative position. The only time it is <br />legislative is to break a tie. <br />Mr. Dubellco did not change the ordinance to include giving the President the ability to <br />propose legislation. <br />Mr. Gareau believes these changes could be dangerous if the wrong person was in the <br />position of President of City Council; but, if this was going to go through, he suggests <br />that you include the ability of Council to override the President with a vote of 5. <br />
