Michael Gareau Jr. stated that the current President of Council has broken more ties in <br />the past 3 years than in the last 40 years. The President of Council has also filled the <br />Mayor's office._ He says that the President is a separate office and not a member of <br />Council so this ordinance is saying that a separate office will make rules for another <br />office. He proposes that any changes should be done in the Rules of Council. He has a <br />concern particularly with the point of committee appointments. He does not agree with <br />this ordinance and recommends that we do not recommend it. <br />Paul Barker agrees with Mr. Gareau and is not in favor of this ordinance. He talked <br />about how the Rules of Council changed the rules to say where the Clerk of Council <br />reports. Any changes should be done in the Rules of Council. <br />Mark Mahoney stated that no one has a problem with the President of Council <br />supervising the Cleric of Council or setting deadlines for committee. Committee <br />: ,--appointment is the.issue with this.ordinance,. ;:_He suggests making a=change to_this.. <br />ordinance to change it to say that the Council could override the President on committee <br />appointments with 2/3 vote. Make the change permanent by putting it in the Charter. <br />Mr. Nashar thinks it should be in the Rules not the Charter. <br />Mike Gareau Jr. cited that the Clerk of Council works for the Council, the Council had an <br />issue with what the President was having the Cleric do. Since the Clerk works for the <br />Council, the Cleric should not report to the separate office of the President of Council. <br />Nicole Dailey Jones agrees with Mark Mahoney that this is about consistency,- not control <br />and that is why you have to put it in the Charter. <br />Mr. Nashar thinks that Jennifer Ontko should have to abstain from voting, but Mr. <br />Gar -eau and Mr. Dubelko do not think that. is appropriate because it is -not abouts person,. <br />it is about an office. <br />Mr. Nashar makes.a motion to reject the ordinance. <br />Mr. Gareau seconds the motion. <br />Roll call vote: <br />Michael Gareau votes yes <br />George Nashar votes yes <br />John Thomay votes yes <br />Tim Roshetko votes yes <br />Jennifer Ontko votes ,yes <br />Lou Brossard votes yes <br />This ordinance is rejected. <br />
